【摘要】 随着我国经济体制改革的深入,农业产业化是建设现代农业的根本途径,农业龙头企业就是农业产业化发展的支撑点,它们作为农业产业化经营的组织者、劳动者、市场的开拓者,以其依托性、带动性的功能在一定程度上推进了农业产业化的发展,并且在农产品的生产、加工、流通和农业服务上与农民有机结合,创造出了很多有效的利益联结模式,从而在农业社会化服务体系中巩固了自己不可或缺的独特地位。本文从研究农业龙头企业发展特征出发,从而分析政府与农业龙头企业之间的关系、互相的作用。其目的就是寻求政府应该如何更好地推进农业龙头企业朝着健康可持续的方向发展。党的十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》,将农业龙头企业定位为新型农业社会化服务体系的“骨干”,可见农业龙头企业在新型农业社会化服务体系中不可或缺的重要地位。农业龙头企业是农业产业化经营的重要组织者,既是农业生产和加工中心,又是技术创新和服务中心,具有开拓市场、深化加工、提供服务的综合功能。研究如何更好地发展培育、做大做强农业龙头企业意义重大,在此过程中,地方政府与企业关系的定位显得尤为突出和重要。本文将在调查的基础上深入分析农业龙头企业在当前农业产业化的进程所面临的问题和困难,结合有关的经济学和管理学理论及国内外的实践进行探讨。通过规范性分析和定量分析,提出如何构建农业龙头企业发展与政府之间的和谐关系,以使得农业龙头企业更好地发展,同时为各级政府制定有关龙头企业政策提供有效的理论依据。更多还原

【Abstract】 With the deepening of economic reform in China, Agricultural industrialization is the fundamental way to modern agriculture, agricultural enterprises is the anchor development of agricultural industrialization, which, as the organizers of industrial management of agriculture, labor, market pioneer, its based on sex, sexual function led to a certain extent, promote the development of agricultural industrialization, and agricultural production, processing, distribution and agricultural services and farmers combine to create a lot of linking the interests of effective models, thus in the agricultural social service system indispensable to consolidate his own unique position.
