【摘要】 农村老年人能否老有所养是关系到社会稳定、农村深化改革、“三农”问题妥善解决以及实现全面小康社会目标的重要问题。党的十七大明确提出,要加快建设覆盖城乡居民的社会保障体系,保障人民基本生活。随着社会老龄化的加剧,加上我国传统的家庭养老和土地养老功能的弱化,以及原有农村社会养老保险制度的不完善,农村居民的养老问题将会变得更加突出。影响农村社会养老保险制度建立的一个关键问题是资金问题,资金是保障农村社会养老保险工作良好运行的物质基础和前提。因此,认真研究、解决农村养老问题,选择符合我国国情的农村社会养老保险模式,具有重要的理论意义和现实意义。本文共包括四个部分:第一部分,导论。介绍论文的选题背景、国内外研究状,概括论文研究意义及所采用的主要研究方法。第二部分是理论概述。首先论述实施新农保的必要性和紧迫性,然后从政治、经济、社会条件等方面说明实施新农保的可能性。最后对新农保试点的主要内容、基本原则、基本特点等做了简单介绍。第三部分是提出问题,分析问题。指出新农保资金在筹集、管理、保值增值、法律保障方面存在的问题。第四部分是解决问题,是论文的重点章节。针对第三部分提出的问题一一给出解决建议。在论文的结尾部分创新提出:只有将社会养老、家庭养老、土地养老等结合起来,充分发挥他们的合力作用,才能真正解决农民的养老问题,保证农村社会养老保险事业的顺利发展。更多还原

【Abstract】 The issue of the sustenance for old people in rural area is a great problem influencing the safety and stabilization of the country, deepening the reform in rural area, solving“Three Agriculture”problem and fully realizing the well-off society.It is pointed out by the seventeenth Party Congress report that speeding up the building of social security system covering urban and rural areas, securing the basic livings of people. With the coming of the aging society and the warning of the traditional family insurance and the earth insurance, as well as the previous rural pension system is not very perfect, the issue of the sustenance for old people in rural becomes very urgent.A fundamental problem of rural pension system is the fund, fund is the physical and the premise of the rural pension system.So, researching and resolving the issue of sustenance for old people in rural area and building a workable rural pension system are very important. This paper is divided into four parts:The first part is introduction. This part introduces the background of research and the studies been made at home and abroad; this part also sums up the significance of the topic introduced in this paper and the study approach. The second part is a summary of theory.This part describes the implementation of new rural social pension insurance is necessary and urgent,and the possibility form the political, economic and social conditions and so on. Finally, it is introduced the main content, basic principles, security object, pension receiving about new rural insurance. The third part points out and analyzes problems. The new rural insurance fund has exposed some questions, such as: raising, management, increasing the value and legal protection. The forth part is the key and problem-solving. This part is to answer questions about the third part. In the end of the paper, I suggest that endowment, family insurance and the earth insurance must together,while could be effective sources of rural pension fund of china.更多还原
