【摘要】 造成政府管理内外环境发生深刻变化的重要原因在于经济全球化的快速发展、国际竞争的不断加剧和社会变革的递进深入。这种变化具有多层面的表现,一是国家间的空间界限趋于模糊,区域互动联系日渐紧密;二是各种信息借助网络媒体、通讯技术的优化升级悄然传播,不断充斥着各国政府管理信息系统;三是传统政府管理模式逐渐显现出局限性,严重影响政府管理绩效的提高。要从根本上适应这些变化,就需要树立政府管理创新理念,增强政府管理创新意识,制定政府管理创新战略,提高政府管理创新能力,即合理构建和优化政府管理创新生态系统。所谓的政府管理创新生态系统,是指特定的地域空间范围内,与政府管理创新实践活动具有关联性的要素之间,及其与外部环境之间有机结合,形成的具有结构体系和功能形态的有机系统。政府管理创新生态系统作为社会生态系统的构成部分,在不断适应内外环境变化的过程中逐渐整体性、层次性、复杂性、动态性和自校性等特征。政府管理创新生态系统的结构可分为由宏观、中观、微观生态结构组成的共时态结构和由形成期、发展期、成熟期和衰退期结构组成的历时态结构。政府管理创新生态系统的功能体系包括指向功能、规范功能、管理功能和辐射功能组成。政府管理创新生态系统的运作机制应该包括五个方面,即动力机制、整合机制、控制机制、保障机制和评价机制。政府管理创新生态系统的结构体系、功能体系和运作机制,都需要进行合理优化。本文通过在分析政府管理创新生态系统概念、内涵和特征的基础上,重点探讨政府管理创新生态系统的结构体系、功能机制和运作机制,并提出政府管理创新生态系统优化的策略体系,以期为政府管理创新理论研究和实践发展提供有益借鉴。更多还原

【Abstract】 The fast development of economic globalization, the gradual enhancing of international competitive and the constant aggravation of social change, urge the deep change of government internal and external management environment. The change has multi-level: the space demarcation between different countries has became more and more fuzzy, the connection between different areas has became closed day by day; various information spread quietly through the optimization and upgrading of the network media and communication technology, constantly affects the government management information system; the traditional government management mode manifests the limit gradually, influent the improvement of government management performance. If adapt to those changes, we need to establish government management innovation idea, strengthen the government management innovation consciousness, make the government management innovation strategy, improve the government management innovation ability. That is constructing and optimizing the government management innovation eco-system reasonably.Government management innovation ecosystem is an organic system that is within a specific geographical space, the elements of government management innovation practices with each, and to the external environment, forms the structural system and function morphology.During the process of adapting to internal and external environments change, government management innovation eco-system demonstrates global nature, level nature, complex nature, dynamic nature and school nature; forms macroscopic structure and microscopic structure, forms born stage structure, growth stage structure, maturity stage structure and recession stage structure; forms the function system that concludes pointing function, standard function, management function and influential function; forms the operation mechanism that concludes driving mechanism, combining mechanism, controlling mechanism, securing mechanism and appraising mechanism. Not only structure system, function system, but also operation mechanism, need to optimize rationally.This text passes on the basis of analyzing concept, intension and characteristic of government management innovation ecosystem, probe into the structural system, function mechanism and operation mechanism of government management innovation ecosystem, and propose the optimizing strategy system of government management innovation ecosystem, so as to offer the helpful reference to government management innovation theoretical research and practice development.更多还原
