【摘要】 战时不利舆论信息管控,是一个复杂、系统的应用问题,是开展信息化条件下舆论战的一项重要课题。在以信息化条件为背景下的战场环境中,作战方式复杂多变,战时不利舆论信息管控的影响因素不断增多,不利舆论信息的收集和管控比较困难,管控的好坏不仅关系到战时军队士气的高低及军心的稳定,而且将直接影响相关军事行动的成败。因此,如何进行战时不利舆论信息管控,是战时政治工作的重要内容。基于这个问题的重要性,开展战时不利舆论信息管控研究,具有十分重要的意义。本文综合运用军队政治工作学、舆论战、心理战、法律战、现代传播学、系统科学、管理学等理论知识,分析了战时不利舆论信息管控问题。文章共分为六章,第一章主要介绍战时不利舆论信息管控的选题依据及研究意义,分析了当前国内及国外研究现状,并介绍了论文的设计思路及创新点。第二章主要介绍了战时不利舆论信息管控的基本理论,分析了战时不利舆论信息管控的相关概念,介绍了不利舆论信息的信息分类及传播媒介,并对管控的运行情况进行了探讨和分析。第三章主要研究了战时不利舆论信息预警问题。对不利舆论信息预警的作用、内容、特点及主要过程进行了阐述,并对预警等级判定进行了初步探析。第四章主要探讨了战时不利舆论信息管控的实施。提出了管控实施的基本原则;从组织机构、政策法规、运行过程分析了实施的主要内容;并介绍了管控实施的几种典型方式。第五章主要阐述了战时不利舆论信息管控的效能评估。介绍了效能评估的基本内涵;初步构建了效能评估的评价指标;并举例说明了效能评估的具体实施及应用过程。最后一章对全文进行总结,并提出了需要进一步研究的几个问题。更多还原

【Abstract】 The control of negative public opinion during war time is a complex and systematic application issue and a significant task for public opinion warfare under the condition of information science. The war under condition of information science is featured by difficulties for the control of negative public opinion. Because of the complexity and instability of the engagement model of modern war, the detection and the control of the negative public opinion will become more and more difficult. Consequently, the morale and confidence of the array will be affected considerably and the result of the military operation will be largely depend on it. Based on the mentioned fact, the present research should be treated as a topic of crucial importance.The present work embraces a wide range of theoretical analyses such as modern military political work, communication studies, public opinion war, psychology war, law war, system science. The thesis is divided into six parts: The first part gives an explanation on the significance of the research area. The second part is dedicated to related theories. In that part, the author tried to definite the concepts and the boundaries of the research area, after clarifying different types of negative public opinions and their media, the author goes deep in to the principles of the control of negative public opinions. In the third part, the concept of warning of negative public opinion has been introduced. In this part, the author described the effects, contents, characteristics and the functional process and the level system of the warning of negative public opinion. The fourth part gives an explanation of its practice: from the principle of application, the method of implementation with special references to the organization, policies, functioning and preparation to several classic examples of control. The fifth part discussed several aspects of the evaluation of the effects of the control of negative public opinion in war time such as the principle, the method and the indication and its specific procedure. The last part consists of a review and a conclusion of the thesis and put forward a demand further research of a few problem.更多还原
