基于人力资源流动理论的初级指挥军官流动管理问题研究

【摘要】 随着我军现代化进程的不断发展,军官流动管理逐渐成为我军军官管理中所面临的突出问题。初级指挥军官是我军军官队伍的基础,也是我军未来中高层指挥人才的战略储备。做好初级指挥军官的流动管理,不仅是我军军事人力资源管理制度调整改革的现实需求,也是军队现代化建设的客观需要。本文围绕初级指挥军官流动管理问题进行了系统的研究。首先,在人力资源流动理论基础上提出了影响人力资源流动的一般因素,并结合初级指挥军官职业发展的特点,设计了初级指挥军官流动影响因素调查问卷。然后,通过问卷调查分析了各因素对初级指挥军官流动的影响程度,并将影响初级指挥军官流动的因素归纳为五个方面。其次,以南京军区某部为例,描述了当前我军对初级指挥军官流动管理的现状,并结合问卷调查和访谈,剖析了我军初级指挥军官流动管理中存在的问题及其成因。再次,通过系统地分析美国陆军对初级指挥军官流动管理的做法,提取了对我军初级指挥军官流动管理的启示。最后,在前文研究的基础上,从创新人力资源管理理念、健全军官流动管理制度和完善流动管理的配套措施三个方面提出了应对我军初级指挥军官流动管理问题的策略。

【Abstract】 With the development of our army’s modernization, military officer’s flow management becomes the obvious problem which we are facing in the management of officers. Junior commanding officers are foundation of officer corps, and they are also the strategic reserves of tomorrow’s senior commanding officers. Therefore, do well junior commanding officers’flow management is no only practical needs of adjustment and revolution of our army’s human resource management system, but also necessity of our army’s modernization.The thesis conducts a systematic research on the junior officers’flow management problem. First, it proposes the common factors which influence the flow of human resource on the base of human resource flow theory, combining the character of junior commanding officers’career development, and sets a questionnaire. Then, it analyses the degree which the factors in the questionnaire influences the flow of junior commanding officers, and summarizes the five factors. Secondly, it describes the status quo of the management of junior commanding officers’flow by taking an troop in Nanjing military area command for example, and analyses the problem lying in the management as well as its reason. Thirdly, it does systematic analysis on the practices of U.S. army’s management of junior commanding officers’flow, and acquires some useful inspiration that we can improve our human resource management. Finally, on the basis of earlier study, it proposes counter-measures to solve the problem of junior commanding officers’flow management from three aspects, which are bringing forth new ideas of human resource management, perfecting the system of officers’flow management, and improving supplementary measures.
