【摘要】 近年来,公共卫生事件频繁发生,给人们的生命安全带来重大的威胁,公共卫生事业的重要性越来越被社会各界所重视,由政府以及国际组织推动的各类公共卫生项目不断增多,这样公共卫生项目管理成为项目管理理论的新课题。本论文在分析、总结公共卫生项目管理理论特点的基础上,选择非常具有代表性的第一轮中国全球基金结核病项目为案例,在广泛收集该项目相关以及PCM方法的大量资料和文献、对数据资料进行统计分析的基础上,构建了第一轮中国全球基金结核病项目PDM矩阵,全面分析了“项目全程管理”(PCM)管理方法在该项目管理中应用的优势及劣势,从而研究PCM方法应用于公共卫生项目管理中意义。本文认为PCM方法与公共卫生项目范围广项目点分散、项目具有公益性等特点有非常契合,这表现在:PCM方法的应用,优化了项目流程、突出项目目标明确的特点、将外部条件纳入分析框架、项目结果评价更加全面,PCM方法广泛运用于公共卫生项目管理中具有可行性和优越性。但同时,在微观层面,PCM方法在公共卫生项目中应用,限制了项目的可扩展性、灵活性,项目的评价指标也不全面,这些不足之处需要进一步探讨,并在实践中加以克服。总之,PCM方法的应用,为丰富公共卫生项目管理方法上作出有独创性的贡献,对加强项目管理,更好地执行公共卫生项目、提高项目实施效率和效益、促进公共卫生服务均等具有一定的指导意义。更多还原

【Abstract】 In recent years, public health incidents occur frequently, threating to people’s life safety. As the importance of public health draws more and more social attention, all kinds of public health projects promoted by governments and international organizations are increasing, which make public health project management to be a new topic of project management theory. In this paper, based on analyzing characteristics of public health project management theory and collecting a large amount of related data and documents, the author choosed the first round of the China global fund TB program as a case to make analysis on the project’s management by applying“project cycle manage”(PCM) method. This paper argues that it is appropriate to analyze public health project management by using PCM method as these projects are good to public welfare and dispersed widely. It displays in: PCM method could optimize the project’s process, highlight the project’s goals, bring external conditions into the analysis framework, and make project evaluation more comprehensive. In view of this, it is effective and feasible for PCM method widely used in public health project management. However, at the micro level, if PCM method is applicated in public health project, it will limite the project’s scalability and flexibility, and make project evaluation index not comprehensive. These shortcomings need further discussion and to be overcome in practice. Above all, PCM method makes ingenious contributions to enrich the public health project management method, and has certain directive significance in strengthening project management, implementing project better, improving project’s efficiency and benefits, promoting the public health service to be equal.更多还原
