电子政务资源目录体系的设计与实现

Design and Implementation on Directory System Platform of E-Government Information Resource

【摘要】 政务信息资源是国家信息资源的重要组成部分,从数量上约占到全社会信息资源总量的80%。国家把信息资源的开发和利用提到了前所未有的战略高度。如何保障实现电子政务信息资源的有效开发利用,已成为政府信息化建设的重大课题。本文简要说明了我国电子政务中信息资源共享的现状和问题,研究分析了政务资源目录系统在政务信息资源开发利用中的意义。本文中介绍了面向服务的设计模式(SOA)、可扩展标记语言(XML)、J2EE技术架构等当前先进的IT技术,对SOA、XML的特点进行了探讨,分析其在解决信息资源信息化共享的作用,并且以此为主要技术手段,提出了政务资源目录建设的设计和实现平台。本文给出的设计实现方式,能够满足资源目录管理的要求,符合我国电子政务信息资源共享的要求和发展趋势。主要研究内容有:首先,利用编目系统,从不同形态的政务信息资源中抽取出元数据,生成政务信息资源目录;第二,研究目录体系管理中的目录报送、目录管理、服务管理等功能,实现目录互访、目录管理、系统管理等功能,实现对目录数据服务的集中管理;第三,按照多种分类方式发布到政务目录中心网站,供使用者进行浏览,并提供多种查询方式;第四,采用构件技术进行设计和开发,基础功能包括数据抽取/加载、数据发送/接收、数据传输、数据处理等功能。本文的研究结合了电子政务信息化建设的现实情况,充分考虑当前政府部门间资源管理的松散,依托SOA的特性充分适应不同技术平台上的交换接入和多样的数据交换方式,更加容易达到应用集成的目的。针对信息资源开发利用要面对的标准化难题,对信息资源的分类和目录的定义、维护,从而实现对需交换信息资源的动态、灵活管理;采用XML格式作为平台内统一开放的标准,从而摆脱特定数据格式的局限性。其设计思路和模型对于其他行业的信息化亦具应用价值。

【Abstract】 Government information resource, as a major part of national information resource, accounts for 80% of whole social information. Government pays great attention on information resource’s exploit and utilization from strategic perspective as never before. Therefore it is the critical task in government informationalization to guarantee the efficient development and utilization of government information. Considering the current situation and problems in current government information construction, author believes that government information resource catalog system plays the key part in government information resource’s exploit and utilization.This article presents and investigates several advanced IT technologies such as Service-Oriented Architecture (SOA), Extensible Markup Language (XML) and J2EE, which will be used as the platform to develop the government resource catalog system.The design patterns that the article presents are very capable of developing this system and conform to government resource sharing and e-government developing trend. The followings are the highlights of this article:To extract metadata from the varieties of government information and generate the information catalog;To use private e-government network as the data carrier to transfer catalog data from different government operation units to catalog centre for central management. Catalog system consisting of catalog sharing, catalog managing, system managing and offering centralized management of catalog data.To dispatch the catalog information to web in different approaches and offer a variety of inquiries;To utilize the Component-based design and development and provide the following functionalities such as data extracting and loading, data sending and receiving, and data processing, etc.The article has achieved the followings: cross-platform data interchange mechanism by SOA to solve the problems of information isolation; the standardizing information classifications to manage the information resources more flexible and dynamically; xml as the data interchange carrier to exchange data between incompatible systems.The design architecture and development approaches that this article presents are also very applicable in other industries.
