【摘要】 BT模式作为工程项目建设的一种,集融资、投资、项目建设与政府特许、政府采购等行为于一体,体现了资本、技术、管理、市场及政府资源的有效整合,可以调动部分社会资本投资基础设施项目,是城市重要基础设施和重点地区建设适度投入与有序实施的重要途径,同时企业也可以借此扩大经营规模和提高企业管理水平,并能有效利用财务杠杆取得较好地经济效益和社会效益。但任何投资项目,从来都是收益与风险并存,BT项目更要求我们事先做好风险评估并规划好应对策略。本文运用风险管理理论,以风险识别和风险评价为切入点,采用工程建设项目风险分析、识别评价的方式方法和手段,以天津市市政基础设施建设第一个BT工程项目---天津市中心城区快速路南仓道铁东路立交跨铁路南仓编组站BT工程为研究对象,结合国内外BT风险的研究现状和BT项目与一般工程建设项目的风险区别与联系,站在建筑施工企业作为投资者的角度,从定性和定量两个方面,对BT工程的投资风险进行系统研究,建立符合项目实际和特点的风险清单,针对BT项目的风险特点并结合工程实际提出了风险回避、风险控制、风险自留和风险转移的具体措施。并由此对建筑施工企业投资BT工程项目带来的思考提出了一些意见和建议,希望能够为同类项目的运作和风险管理提供借鉴,特别是投资方必须从自己的利益出发,把握好BT模式的投资风险,在保护好自己的前提下,为国家大力发展基础设施建设增砖添瓦。更多还原

【Abstract】 BT model, as a construction engineering project, gathers types of the financing, investment, project construction and government licensing, government procurement in one whole, shows effective integration of capital, technology, management, marketing, and the government resources. It can motivate part of the social capital investment into infrastructure projects. It is a key way to build important city infrastructure and to a key way to invest and orderly behaved of critical area construction. In the meantime, by doing this, enterprise can expansion its business unit and improve management ability. It also can get a better economic and social benefit by using financial leverage. However, benefit and risk always appearing at the same time especially in BT, it required us to make a good preparation for the risk evaluation and project planning.By using theory of risk management, setting risk identification and risk assessment as base point, using ways and means of construction engineering project risk analysis, identify and evaluation, taking a example of the Tianjin infrastructure first BT project which locates in central Tianjin city, combining with the risk study of BT at home and abroad, on the view of an enterprise investor, from the qualitative and quantitative terms, it has a system study of the investment risk to BT project, set up a risk list which come from the fact. It shows detailed measurements to risk avoidance, risk control, risk retention and risk transfer. And it also proposed some ideas and comments to Construction Company investing BT project.
