【摘要】 当今计算机系统的应用已渗透到车管工作的方方面面,影响着我们的工作方式和行为观念,引发了车管工作多层次的变化,波及车管行业的组织管理、业务管理等领域。本文主要根据机动车安全检验工作的特点,并结合机动车安全检验工作中存在的问题,讨论了使用计算机系统对机动车安全检验进行监督、控制、管理的方法,建设思想及系统的设计与实现。天津市机动车安全检验计算机多媒体网络信息资源管理系统的建设,按照公安部要求,结合天津市机动车安全检验情况,依据公安部颁布的GA468-1997机动车安全技术检验项目和方法及GB7258-1997《机动车运行安全技术条件》规定,对全市机动车检测单位进行计算机联网及系统建设。实现对天津市机动车检验行业依法进行监、控、管工作。系统从技术层面实现了机动车检验过程,取值方法,结果计算,合格判定等过程完全符合《GB7258-2004》(机动车运行安全技术条件)、《GA468-2004》(机动车安全检验项目和方法)、《中华人民共和国道路交通安全法》、《中华人民共和国道路交通安全法实施条例》、《中华人民共和国公安部102号令》、《GB 18285 -2005》(点燃试发动机汽车排气污染物排放限值及测量方法)(双怠速法及简易工况法)、《GB3847-2005》(车用压燃式发动机和压燃式发动机汽车排气烟度排放限值及测量方法)《GB21861-2008》(机动车安全技术检验项目和方法)等相关标准要求。天津市机动车安全检验计算机多媒体网络信息资源管理系统的建设应用了自动控制,数据库,视频监控管理,智能IC卡等技术,本文将对整体系统架构,及以数据库为核心的数据处理及业务实现部分进行详细论述。更多还原

【Abstract】 Nowadays computer system has been implemented in every corner of the management of vehicle and affected the method and scope of our work. According to the character of the vehicle inspection and the problems which we encountered, this thesis elaborates the method using computer system to carry out supervision , under the control of , administration on motor vehicle inspection, constructing thinking and systematic design and realization. The construction of Tianjin vehicle inspection multi-media information management system is in accordance with the requirments of the Ministry of Public Security , is tied in wedlock the Tianjin vehicle inspection condition. The construction of this system is according to the Item and Method of Power-driven Vehicles Safety Technology Inspection(GB21861-2008). The information system has realized the supervision, control and management of vehicle inspection and also realized the inspection processes, value taken method, result calculation and qualified decision in technical level. And all of them are coincident to the Safety Specifications for power-driven Vehicles Operating on Roads (GA7258-2004) and other relative national standards and rule of laws. Tianjin vehicle inspection multi-media information management system involves some kinds of technology, such as autocontrol, database, video frequency management, intelligent card and so on.
