【摘要】 改革开放以来,我国的经济建设取得了巨大的成就,居民收入也得到了很大提高,但是居民收入差距却呈现扩大趋势。不断扩大的收入差距已经造成诸多社会矛盾,其中有些甚至是关系到国计民生的大问题。要解决这些矛盾必须通过各种政策手段改革收入分配制度,以缩小居民收入差距,而社会保障就是实现收入再分配的重要方式之一。研究社会保障对居民收入分配的调节效应,完善社会保障收入分配的调节机制,有利于充分发挥社会保障对收入分配的调节功能,有效调节居民收入分配差距,减少贫困,改善民生,促进社会公平以及和谐社会的健康发展,维护社会稳定。在社会保障制度的改革中,我国社会保障是否实现了收入再分配功能以及究竟在多大程度上实现了这一功能,这些问题都有待于我们进一步去研究解决。本文就天津市城镇居民社会保障对收入分配的调节情况进行了初步探讨,采用基尼系数的对比分析来表示居民收入差距的变化情况,利用相关数据计算出天津市城镇居民家庭收入在社会保障支出前后及社会保障资金筹集前后的基尼系数,并由此得出社会保障支出及资金筹集对天津市城镇居民家庭收入的调节力度。本论文研究表明社会保障支出对天津市城镇居民家庭收入分配的调节效果是较显著的,最后给出了天津市与全国社会保障调节收入分配的效果不同的原因。更多还原

【Abstract】 Since the reform and opening to outside world, China have made great achievements in economic construction, and the income gained great improvement, but the income gap of residents in our country still present enlarging trend. Expanding on the income gap has caused a lot of social contradictions, and some even in relation to the people’s livelihood. Therefore, the problems to narrow the income gap problem and prevent the development of social polarization are to be solved. To resolve these contradictions, all policy measures must be taken to carry out distribution systems, and social security is an important way to achieve income redistribution, so the research on social security adjusting income distribution is undoubtedly a significant thing. Researching the regulation effect of social security on the income distribution, and improving the social security adjustment mechanism on income distribution, is helpful of giving full play to the social security benefit on the regulatory function of the income distribution, effectively adjusting income distribution gap, reducing poverty, improving people’s livelihood, promoting the healthy development of the equal harmonious social, and then maintaining the social stability.In the reform of the social security system, these problems such as whether China social security realized the function of income redistribution and how it can realize the function need us to research and solve. This article discussed the regulation conditions of Tianjin urban residents’social security acting on income distribution, using Gini coefficient comparative analysis to show the change condition on income gap of residents, utilizing related data to calculate the Gini coefficient before and after the social security expenditure and social security fund raising of Tianjin urban resident income, and then knew the regulation degree of social security expenditure and social security fund raising acting upon Tianjin urban family income. This research shows that the regulation effect of social security expenditure acting on Tianjin urban family income distribution is remarkable, and finally supplies the reasons about adjusting social security income distribution between Tianjin and the whole country.更多还原
