【摘要】 土地利用规划是各级人民政府为了实现土地资源可持续利用,保障经济、社会、环境协调发展,在一定区域和时间内,根据土地的资源现状、潜力和各业用地需求,对城乡土地进行统筹安排和综合部署。土地利用规划是国家实行土地用途管制和进行宏观调控的基础和依据,具有导向、协调、促进和约束作用。随着经济社会的不断发展,土地日益成为各项经济活动的载体和不可或缺的生产要素。1998年《土地管理法》修订以来,基于用途管制制度的土地管理,不断得到加强和严格管理,并将其作为参与宏观调控的重要手段。科学编制并严格管理土地利用规划,成为当前土地管理管制的一项重要任务。本文以区域规划、公共管理、系统理论、可持续发展理论为理论基础,结合天津的实际情况,系统分析了天津经济社会发展和土地利用现状、特征,应用SWOT分析对土地利用优势、制约因素、机遇与挑战,预测土地利用趋势,确定土地利用规划战略与目标,划分土地利用区,严格保护耕地、节约集约利用建设用地、保护生态用地,加强规划实施和管控。为天津市严格规范土地规划管理,实施最严格的耕地保护制度和最严格的节约集约用地制度提出了建设性的意见。更多还原

【Abstract】 The land use planning is the governments at various levels in order to realize the sustainable utilization of land resources, ensure the economic, social and environmental development in a certain area, and the time, according to the land resources situation, the potential demand for land and walks, rural land arrangement and comprehensive deployment. The land use planning is the basis and guidance of the national land use control and macro-control, with guidance, coordination, promote and constraint function.With the development of social economy, land becomes the carrier and indispensable factor of the economic activity. In 1998, after the land administration law amendment, the land administration which based on the land use control system constantly strengthen management, and strictly, and as an important means of participation in macro-control. Scientific establishment and strict management of land use planning, become the current land management control of an important task.This article based on the regional planning and public management, system theory, the sustainable development theory as the theoretical basis, combining the actual situation of Tianjin, systematically analyzed the Tianjin economic and social development and land use status, characteristics, application SWOT analysis on land use advantage, restricting factors, the opportunity and the challenge of land use, and determine the trend forecast land use planning strategy and target partition, land use, strictly protect arable land, economical and intensive utilization of land for construction purposes, ecological protection, strengthening planning and land use control.
