基于公共危机管理视域下我国政府形象塑造研究

【摘要】 近年来,我国已经进入到了公共危机的高发阶段,公共危机的发生不仅对社会经济产生严重影响,而且对政府形象的塑造提出了挑战。如何防御危机,及时处理危机,变危机为契机,树立良好的政府形象,已成为对我国政府执政能力的一个巨大考验,关系到我国的可持续发展和社会主义和谐社会的构建和现代化小康社会的实现。本文结合国内外众多学者的研究成果,从概念入手,主要介绍了公共危机管理的涵义和政府形象塑造的涵义。文章探讨了公共危机管理与政府形象塑造的关系,认为公共危机对政府形象的塑造是一把双刃剑,它既对政府形象提出了挑战,又为政府塑造良好的形象提供了契机。进而对我国政府在危机管理中的形象塑造现状进行了分析,指出了我国政府在塑造形象方面取得的成就和存在的问题。在此基础上,本文就政府如何在公共危机管理中抓住机遇,转危为安,塑造良好的政府形象提出了一系列的对策建议,本文认为政府在危机管理中应该致力于塑造安全政府形象、服务型政府形象、责任型政府形象、法治政府形象、开放型政府形象和魅力政府形象。更多还原

【Abstract】 In recent years, our country already entered to a stage of public crisis happened frequently,it not only has the serious influence to the social economy, moreover presented the challenge to mold the government image. How to defence the crisis,deal with the crisis timely and change the crisis into the chance, has become a huge test. For the more important,it relates our country’s sustainable development, the socialism harmonious construction and realization of the modernized affluent.The paper combines with research achievements from numerous domestic and international scholars,starting from the concept, Introduces the meaning of public crisis management and the government image shaping. The article has discussed the relationship of public crisis management and the government image shaping. Public crisis is a double-edged sword for mold,the government image, it not only making the certain effect for government image shaping but also putting forward the challenge to the image of government that produce.Then, the paper focuses on analysising the current situation of our government image shaping in the crisis management,it has pointed out the achievements and existing problems of the government in shaping image. On this basis, the article puts forward a series of proposals about how to seize the opportunity in the public crisis management and takes a turn to be out of danger in the objective of molding a good government image.
