【摘要】 微博作为当今社会最新的社会传播工具,以其独有的传播特性和巨大的传播影响力在全球范围内掀起了一股微博狂潮。在中国社科院2009年12月出版的《社会蓝皮书》中,将微博定义为“杀伤力最强的舆论载体”。2010年称为微博元年,而这一年两会中出现的“两会”微博问政现象也引起了社会的广泛关注。从问政主体、传播特性、问政内容几个维度上来看,2010年“两会”微博问政体现出参与主体具有局限性、现阶段我国民众参政意识发展程度不高及相关政治体制不完备等缺失,但不可否认,这一社会现象的出现,是我国现阶段民主政治发展中一个重要的里程碑。2010年“两会”微博问政中言论发布的低门槛为民众参与政治提供了话语平台,多角度的观察视角弥补了传统媒体的关注缺失,其传播主体也呈现出去中心化的趋势。从这个角度来看,互联网技术的发展为政治和民主的互相锻造带来了一种可能性,这种可能性是积极的、进步的。虽然目前我国微博问政尚属于民主政治的初级阶段,但微博参政、微博议政则是微博问政发展的下一个明天。在这股全民微博的互联网狂潮之下,需客观看待微博问政对国家政治事务的影响,并对其特性和功能进行理性的认识和运用。要使微博问政真正落到实处,成为社会的一种常态,则要围观问政朝主动问政进行转变;同时,要加强微博问政中政府与民众之间的双向互动,使“两会”微博成为一种能使政府与民意实现平等对话的沟通渠道;另外,要改变现阶段微博问政的这种自发无序的状态,政府必须提供进行科学而有力的引导和规制,为我国民主政治的发展提供良好的发展条件。更多还原

【Abstract】 Being the most popular mass medium of social communication, micro blog arouse of micro blog-spree for its unique propagation characteristics and significant influence in worldwide. Due to the popularize and development of the internet technology, the spree even spread towards to the politics fields. Increasing number of citizens enquire about government affairs, the government to take the functions and expression of internet technology for politics seriously. LiangHui micro blog is the concentrated expression of micro blog play a part in and interfere government affairs in China. But how is the ability of seek advice from netizens on micro blog? How does it work? And what about its development potential in future? The paper combines the theories of Media Politics , based on gather a great quantity statistics, analyse and discuss the problem above.The paper start from the reason of micro blog spring up, summarized the current status of micro blog at home and abroad, defines the“seek advice from netizens on micro blog”and“LiangHui micro blog”, then, targeted the LiangHui micro blog in 2010, the survey is emphasis on the main part of governing online, content of governing online, way of communication, span of time, sum up the values and imperfections of LiangHui micro blog in 2010. The paper on the basic of the analysis the present situation of micro blog and democracy conditions in China, to confer the development LiangHui micro blog in future at the end of the paper.Even if though from the point of main part, propagation characteristics, and content of LiangHui micro blogs, it shows progress in certain degree, but the author to be of the opinion that LiangHui micro blog has its own limitation to enquire about government affairs for its function, current democracy the level of education of our citizens, and current system of politics.
