【摘要】 政府网络新闻发言人是政府信息发布和民意表达的新方式。政府和公众通过网络平台的互动,构成一种双向性的沟通反馈模式,增进了政府与公众之间的交流和沟通。网络新闻发言人在工作方式、社会效益、工作效能等方面具有传统新闻发言人无法比拟的优越性。SNS(Social Networking Services),即社会性网络服务。作为一种新兴的Web2.0应用,它不同于Web1.0时代的选择性的被动接受,旨在帮助人们建立社会性网络的互联网应用服务,已经取代博客成为最主要的网络人际沟通、信息传播工具。基于拓展政府网络新闻发言人功能的考虑,对政府网络新闻发言人进驻SNS的可行性、政府网络新闻发言人如何进驻SNS网站、政府网络新闻发言人进驻SNS网站的行政功能等进行了初步的研究。研究显示:政府网络新闻发言人进驻SNS网站,可以将零散的网络个人信息组合起来,形成独特的社区,实现人际关系的网络化,政府可以通过传者、内容、媒介、受者、效果、动机、情境这些传播要素与网民进行互动。政府网络新闻发言人进驻SNS网站,可以充分利用SNS网站的信息传播优势,可以利用SNS网站改善宣传效果。政府网络新网发言人通过这种实名制的真实化人际交往平台,在重大信息的发布方面,有着权威、快速的传播优势,能将政府的信息及时对外发布,同时公众可以绕开传统的信息表达渠道,在网上公开或通过私信功能直接表达自己对公众事务的想法、态度。这就能更好地促进政府与网民有效、通畅、充分地沟通与互动,使得政府网络新闻发言人发挥更大、更好的作用。政府网络新闻发言人进驻SNS网站,可以更好地发挥政府公关、信息聚合、透明行政等行政功能。更多还原

【Abstract】 A spokesman for the government network news is a new way for government to issue information and express public opinion. Government communicate with publics through internet, which establishes two-way mode of communication feedback to enhance exchange and communication between them. Network news spokesman has incomparably advantages on working style, social benefit and working efficiency etc. SNS (Social Networking Services) as an new web2.0 application is different from selectively passive acceptance in web1.0. SNS aims to help people establish application service of social network, which has replaced blog to be the main tool for interpersonal communication on net and information dissemination.Based on developing the function of network news spokesman, this paper starts a preliminary study on the possibility of network news spokesman moving into SNS, the way how to move into SNS for network news spokesman and their administrative functions etc. Research declared network news spokesman moving into SNS can combine straggled personal information to contract a unique community and webify interpersonal relationship. Government can communicate with publics by communicater, content, media, recipient, effect, motivation and context etc. Network news spokesman moving into SNS can fully use superiority of information dissemination in SNS and improve advertising effect. Network news spokesman with the real name system of interpersonal platform has transmission advantage such as authority, fast on important information. This can issue government information in time, at the same time, publics can choose network or VBScript code instead of the traditional way to express their thoughts and attitude. This also can promote communication and interaction between government and publics and make network news spokesman play a greater and better role. Network news spokesman moving into SNS has administration function of Government Relations, Syndication and Transparent administration etc.更多还原
