【摘要】 档案,作为国家历史文献中的精品,作为社会历史记忆的承载者,其能否实现安全保管和有效利用,体现了国家对核心信息资源的控制力度,以及国家对历史文化的传承程度。档案安全包括档案实体安全和档案信息安全两方面内涵。当前,我国自然灾害及群体性灾害事件频发,数字档案信息安全隐患不断增加,为应对这些危险,竭力保障档案安全,档案部门必须立即采取全面、系统、切实、有效的措施,构建起一个多维度、强有效的档案安全保障体系。该体系的构建必须是自国家层面始,逐级向下辐射覆盖的。一个科学、高效的档案安全保障体系至少应包括档案安全物质保障、档案安全技术保障、档案安全法规制度保障以及档案安全应急机制保障等子系统。本文主要包括以下六个部分内容：第一部分为绪论,主要介绍了研究背景、研究意义、国内外研究现状、研究内容和创新之处等。第二部分主要阐述档案安全物质保障体系。从档案制成材料子系统,档案馆内外部环境子系统以及资金和人力资源子系统,分析每一子系统的成功与不足之处,并提出相应的对策建议。第三部分是档案安全技术保障体系。着重从传统载体档案安全的技术保障子系统和现代电子档案安全的技术保障子系统两方面展开论述,提出了相应的建议。第四部分是档案安全法规制度保障体系,着重探讨档案政策法规、组织系统建设,认为需这方面的建设力度,尤其是档案安全立法。第五部分是档案安全应急机制保障体系。阐述了建立健全档案应急保障机制的必要性,详细说明了档案应急保障机制的建立流程及其内涵,并提出了理论构想。第六部分为结论部分,对全文进行了总结。加强档案安全保障体系建设,一方面是满足保管我国核心档案信息资源,应对我国近年来自然灾害频发,档案安全受到严重的客观威胁的客观需要,另一方面也是应对社会转型期档案公共信息服务加快推进而导致档案信息安全矛盾凸显的重要举措,是应对数字档案信息资源安全受到严重威胁的必然选择。从档案管理工作环节来看,构建档案安全保障体系的任务非常艰巨、繁重,涉及到档案收集、保管、提供利用等各个环节,贯穿于档案工作全过程。必须从物质设备、制度、技术、人员等诸多维度,将档案安全保障体系作为一个有机的系统工程,统筹考虑和谋划,全方位地推进其建设进程。更多还原

【Abstract】 Archives, as the exquisite article in the national history cultural heritage, As memory of social and history, whether it can be preserved safely and be made use of effectively, indicate a nation’s control degree of core information resources, and explain its strength for inherits traditional history culture .The content of Archives safety includes Archives entity safety and Archives information the safety. Nowadays, China natural disaster and the accident event are becoming more frequent. The dangers of digital Archives information are increasing. To deal with these dangers, trying to secure Archives safety,,the Archives departments must take comprehensive, systematic, practical, the effective measures immediately to establish a science, reasonable, integrity, efficient security system for the Archives safety.This article mainly including the below six parts:the first part is an introduction, mainly introduced the research background, the research significance, the domestic and foreign research present situation, the research mentality and the innovation. The second part elaborates protection of Archives materials, from angles of Archives materials, storehouse environment, fund and human resources, putting forward the corresponding countermeasure proposals. The third part introduces China traditional Archives protection technology, and the research results of information security technology worldwide. The fourth part discusses Archives laws and regulations system, pointed out that the national archives Administrative department must revise "the People’s Republic of China Archives Law" as soon as possible, assure the Archives legal provisions more rigid, enhance the punishment degree of Archives illegal crime. The Archives department should consummate Archives management system comprehensively. The fifth part elaborates the necessity of establishing Archives emergency security mechanism in the background of nowadays catastrophe and accidents become more and more frequent, propose my theory conception regarding this. The sixth part is the conclusion part, summarizes this article’s innovation and insufficient.Strengthening the construction the Archives security system, we must take measures from the dimensions like equipment maintenance, the system consummation, the technology, the personnel and so on, take the Archives security system as an organic systems engineering, make the consideration from overall Standpoint ,advances its construction process.更多还原
