【摘要】 县级政府是我国行政管理体制中的基层环节,是依法行政的最前沿阵地。随着依法治国方略的全面实施和依法行政的不断推进,县级政府依法行政工作取得了明显成效,行政机关依法行政的意识有所提高,依法管理的水平有所提升。但由于目前我国还存在行政管理体制不顺、政府职能转变不到位、行政执法经费得不到保障、行政法制监督力度不够等方面的原因,县级政府依法行政工作中还存在着一些亟需解决的问题。依法行政问题是牵涉到政治学、管理学和行政法学等学科的交叉问题。实践中,国家的行政管理主要集中在县级政府这一层面,因此,县级政府能否做到依法行政,依法行政水平的高低以及其工作人员素质如何决定着能否实现建设法治国家的基本方略。本文从行政法学的视角,分析了县级政府依法行政的现状,并在指出所存问题的同时,提出了推进县级政府依法行政的若干对策与建议,以实现建设法治政府目标。本文首先论述了县级政府依法行政的重要性。县级政府是我国政权体系中的基础部分,处在政府工作的第一线,推进县级政府依法行政具有重要意义。接着,以庐江县为例阐述了县级政府依法行政的成效以及存在的问题。最后,针对问题提出了完善县级政府依法行政的对策。通过对策的提出,期望能对县级政府推进依法行政工作提供些许参考。更多还原

【Abstract】 County Government in China’s administrative system of primary link is the most forward position according to law. With the full implementation of Managing state affairs according to law and continuously push forward administration by law, county government’s Administration according to law have achieved remarkable results, the executive has increased the awareness of administration according to law, the level of management according to law has improved. However,currently,because Administrative management system that is not Smooth, transformation of government functions is not in place, funding of law enforcement can not be guaranteed, inadequate supervision of administrative law and other reasons, the administration of county government in accordance with the law also have some much-needed solution problems. Legal Administration is involved in political science, management and administrative law and other disciplines, is cross-cutting issues. In practice, the State focused on the level of administration of county government, therefore, county government can do so according to law or not, the level of administration according to law, and the quality of its staff to determine whether we can achieve the basic strategy of Managing state affairs according to law.
