中国水利水电建设集团发展战略及组织模式探析

【摘要】 本文针对中国水电集团所置身的市场格局以及国资委体制改革的宏观环境,从企业的历史背景、发展所面临的内外部环境、以及主要竞争对手的相互对比着手,分析研究中国水电集团的战略发展方向和目前的组织模式,从而提出立足传统、顺势勇为,以放大核心竞争力为切入点,实现大企业、大土木、大市场的战略发展思路,并在发展战略导向下提出了中国水利水电组织模式进行优化的途径,以期促进企业健康快速可持续的发展。通过对中国水电集团的历史沿革进行详细梳理,充分描述中国水电集团在政府职能转变、经营规模与主营业务变迁等方面的情况,揭示了中国水电集团在中国、乃至世界水电建设领域拥有重要的地位和能够发挥的重要作用,同时指出了企业发展面临的巨大挑战和压力。本文作者在分析现有组织模式的基础上,审视中国水电集团现有组织结构及管理体制的弊端,指出现有组织模式与战略发展需求之间的矛盾,研究中国水电建设集团战略构想、战略定位,以及企业未来几年发展目标,基于发展战略的基础上提出了组织模式改进的思路和优化建议。在研究方法上本文主要采用了规范研究的方法,综合运用经济学、管理学的相关知识,从中国水电集团的发展现状、经营规模与主营业务结构以及同竞争对手的比较入手,针对企业的自身特点和生存环境,分析研究中国水电建设集团的企业发展战略,并从企业发展战略导向的角度出发,剖析现有组织模式存在的缺陷和不足,提出了适合于中国水电建设集团发展战略导向的组织模式。作者遵循提出问题、分析问题、进而得出结论的研究思路,大量运用集团在最近几年经营过程中的数据为基础,进行详细的分析,目的在于找出集团现有组织模式的弊端所在,有针对性的提出解决措施,以使中国水电集团的组织模式更好地适应企业发展战略的需要,促进中国水电集团持续稳定的发展。

【Abstract】 Against the background of a competing market environment and state-owned assets system reform, this essay studies the development strategy and responding organizational pattern as well as the possibilities of further improvement on this pattern. In conclusion, it puts forward a strategic development ideology for Sinohydro: in the process of starting from history and following trends bravely, the main direction of expanding core competitiveness shall be unswervingly followed so as to achieve the strategic goal of mega-scale enterprise, mega-scale civil engineering and mega-scale market. This essay also pointed out clues for optimizing organizational pattern when following strategic development direction, so that a healthy, rapid and sustainable development can be secured.This essay reviews the development history of Sinohydro Corporation, describes its changes in governmental functions, business scope and main operations, shows its important role in China and around the globe and reveals the huge challenges and pressures in front of it. Based on his analysis of current organizational pattern, the author examines the organizational structure and management system of Sinohydro Corporation, points out the conflict between current organizational pattern and strategic development needs, studies the strategic plan, positioning and development goals for future years and puts forward some clues and concrete suggestions o n how to further improve the organizational pattern of Sinohydro Corporation.This essay follows standard research ideology and applies economic and management principles. It starts from Sinohydro’s development status, operation scale and major business structures, makes comparison with its competitors, focus on its features and business environment, studies the development strategy, analysis the defects and shortcomings in its current organization pattern from the perspective of strategic direction and comes up to an organization pattern that is compatible with Sinohydro’s development direction.The author puts forward questions, studies them and comes to conclusion. In this process, large quantities of business data are employed in in-depth analysis, so that the defects in the current organization pattern would be pointed out and corresponding measures would be raised.
