灰腾梁风电场项目施工组织管理研究

【摘要】 锡林郭勒盟境内风能资源丰富,风能分类区划指标显示全盟均为风能可利用区,适于开发大规模的风力发电厂。本工程所在地地区风能资源丰富,场区多为开阔丘陵草原地形。建设风电场,利用当地丰富的风能资源,不但能节约燃料资源和水资源,不造成环境污染,还有利于改善内蒙古能源利用结构,建成风电基地,对于带动经济快速发展起到积极作用。灰腾梁风电场的逐步开发建设,除了能提供大量的绿色电能外,对改善锡盟地区产业单一状况,带动经济快速发展起到积极作用。风电场的建设对于民族地区和边疆的社会安定,也有着重要的社会意义。通过对风能资源分析确定风电场的选址和走向;通过技术经济分析确定了风电机组选型。针对风电场施工建设问题重点研究了项目的施工组织机构和职责、项目进度计划管理、项目质量质量管理等项目施工组织管理的重要内容,提出了加强风电场施工项目进度管理、质量管理的措施。建立了风电场施工组织管理的绩效评价指标体系并应用模糊层次分析法对施工组织管理的绩效进行了评价。结果证明了算法的有效性。对同类项目的设计、施工与评价研究具有一定的参考借鉴价值。

【Abstract】 Xilin Gol League has the abundant wind energy resources, wind energy zoning classification show that wind energy are suitable for development of large-scale wind power plants. area the project located has rich in wind resources, this field area mostly are hilly prairie terrain. Construction of XX wind farm, by using local rich wind energy resources, not only can save fuel and water resources, do not cause environmental pollution, but also help improve the energy structure in Inner Mongolia to build wind power base, for driving the rapid economic development of Inner Mongolia play an active role.The paper determined the location and direction of the wind farm by analysis of wind energy resources; then through the technical and economic analysis to determine the selection of wind turbine and the electrical engineering system design. Abort construction of wind farm construction problems, focused on the construction of the project organization and responsibilities, project schedule management, project quality management, quality management, project an important part of the construction organization, and finally proposed the strengthen measures of the construction of wind farm project schedule management, quality management.The paper evaluates the performance evaluation with established index system and applied with fuzzy AHP on construction organization and management of the wind farm. Results demonstrate the effectiveness of the algorithm. It is high reference value for similar projects on the design, construction and evaluation.
