【摘要】 “中华人民共和国国民经济和社会发展第十二个五年规划纲要”提出要转变经济发展方式,开创科学发展新局面;要深入贯彻节约资源和保护环境基本国策;节约能源,降低温室气体排放强度,发展循环经济,推广低碳技术,积极应对全球气候变化,并把单位国内生产总值二氧化碳排放降低指标作为约束性指标,年均增长17%。“江西国民经济和社会发展第十二个五年规划纲要”提出要加快转变经济发展方式在新的起点上实现科学发展、进位赶超、绿色崛起,牢固树立绿色、低碳发展理念,促进经济与生态相融合,同时将单位国内生产总值二氧化碳排放降低指标作为约束性指标。为实现绿色崛起,贯彻低碳发展理念,江西可以以低碳产业作为支撑点。本文围绕江西低碳产业发展,从低碳经济、低碳产业的内涵及外延出发,通过大量的数据和案例分析了江西低碳产业发展的环境条件、发展现状、机遇及挑战,并在此基础上提出了江西低碳产业的发展路径和低碳产业发展的支撑体系。其中,发展路径从积极发展低碳农业、重点发展低碳工业和建筑业、鼓励发展低碳服务业三方面研究;发展支撑体系从低碳技术、低碳金融、低碳人才三方面分析论述。总之,江西发展低碳产业,必须立足现有的基础,调整现有的产业发展结构,规划今后的发展重点,构建扶持低碳产业支撑体系,促进低碳产业有序渐进发展,促进江西由“高能耗、高排放、高污染”的高碳发展模式向“低能耗、低排放、低污染”的低碳模式转变。更多还原

【Abstract】 In the outline of the Twelfth Five-Year Plan for economic and social development of The People’s Republic of China, it proposed the shift in approach to create a new situation of scientific development. It thoroughly implement the basic national policy of resource conservation and environmental protection, to save energy and reduce greenhouse gas emissions intensity, to develop circular economy, with promoting low-carbon technologies to address global climate change actively , and the reduction targets of carbon dioxide emissions per unit of GDP as binding targets average annual increase of 17%.In the outline of the Twelfth Five-Year Plan for economic and social development of Jiangxi Province ",it Proposed to accelerate the transformation of economic development in the new starting point to realize scientific development, binary catch up, Green Spring. Jiangxi Province firmly establish the green, low-carbon development concept, to promote the integration of economy and ecology, at the same time, the reduction targets of carbon dioxide emissions per unit of GDP as binding targets.To achieve green development, implementing the concept of low-carbon development, Jiangxi as anchoring points can be low-carbon industry. This paper focuses on the development of low carbon industry in Jiangxi, starting from the connotation and extension of low-carbon industry and low carbon economy,and by large amounts of data and case to analysis the conditions of developmention in low-carbon industry in Jiangxi. Which related to low-carbon industry development in Jiangxi Province, opportunities and challenges of development and puts forward the development of low carbon industry in Jiangxi development path and support system for low-carbon industry development.The low-carbon industry in Jiangxi specific measures described in the following three aspects.The first, Actively developing low-carbon agriculture. The second, Focus on developing low-carbon industry and construction. The third, Encourage the development of low-carbon services.The support system of Jiangxi low-carbon industry is discussed specifically for the following three aspects. Firstly, low-carbon technologies. Secondly, carbon finance. Thirdly, low carbon professionals.In short, the development of low carbon industry in Jiangxi, must be based on the existing foundation, adjusting the existing structure of industrial development, the planning of future development priorities and build support system to support low-carbon industries to promote the orderly and progressive development of low carbon industries.Jiangxi shift the high-carbon development model which includes "high energy consumption, high emissions, high pollution" to the low-carbon paradigm which "low energy consumption, low emission, low pollution".更多还原
