深圳市港口道路支撑系统规划研究

【摘要】 随着改革开放及外向型经济的蓬勃发展,深圳港的吞吐量2008年已经达到2141.6万TEU,货物吞吐量达21125万吨。但是,随着港区吞吐量的日益增大和周边公共道路交通量的快速增长,给港区的道路支撑系统带来了极大的压力,造成港区周边道路的严重拥堵,城市交通综合环境日益恶化。港区交通作为港口发展的重要脉络,承载了物资运输、加速循环、保持活力的重要功能,港口道路支撑体系作为港口物资输送的重要主动脉,如何适应港口、城市、国土、环境等多方面的发展趋势,建立一个结构合理、快捷方便、绿色和谐的运输体系是深圳港口发展所面临的一个重要课题。本文首先围绕港口道路支撑系统展开论述,对港口道路支撑系统的实质进行挖掘和分析,介绍了深圳市城市与交通发展的历史与现状,深圳市港口现状、发展特点以及规划格局,详细分析了深圳市港口腹地经济结构与交通状况及其对深圳港口吞吐量的影响情况,并对公路、水路等道路支撑子系统进行了分析比较。通过对深圳市港口吞吐量的统计资料,采用相关预测方法,对深圳市港口吞吐量、集疏运交通量及相关运量进行了预测,并通过对港区物流园集装箱的流量流向的分析,结合腹地交通运输发展规划,对公路、水路、集装箱集疏运量等进行了合理的判断与分析。通过深层次挖掘深圳港公路、水路等道路支撑子系统在规划、建设等方面存在的不足,深入探讨了港口道路支撑系统与城市交通之间的矛盾以及港口道路支撑系统存在的结构问题,并针对存在的问题提出优化改进措施。本研究成果不仅可为深圳市港口道路支撑系统建设提供依据,也可为相关决策部门提供参考。

【Abstract】 With the reforms and the rapid development of export-oriented economy, the throughput of Shenzhen Port in 2008 reached 21.416 million TEU, cargo throughput reached 211.25 million tons. However, with increasing port throughput and the rapid growth of traffic, it brings a great support system pressure to the port, resulting in a serious road congestion around the port area and the increasing urban traffic integrated environment worse. Port traffic as a major context for port development, carries an important function for transportation of materials, accelerates the cycle and maintain vitality. the port road support system as an important port aorta for goods transport, so how to adapt to the port, city, land, environment and other aspects trends and how to build a reasonable structure, convenient, green and harmonious transport system is an important issue for Shenzhen port.Firstly, this paper starts discussion from the road support system around the port, analyzed the substance of the port road support system, Introduced Shenzhen City, traffic development history, present situation, Shenzhen port status, development characteristics and planning structure. Detailed analyzed Shenzhen port economic hinterland structure, the port traffic situation, and the impact on the throughput of Shenzhen Port. Analyzed and compared highways, waterways and other road supporting subsystems.Secondly, this paper predicted throughput of Shenzhen Port, collecting and distributing traffic volumes and related traffic, by using correlation Prediction method based on Shenzhen port throughput statistics. Thirdly, drew reasonable conclusions and judgments from analying the port Logistics Park container traffic flow and highways, waterways, container collection and distribution situation.Finally, it analyzed the lack of planning, construction and other aspects of Shenzhen port in roads, waterways and other support subsystems, and discussed the depth contradictions between the port urban road support systems and the the existing port transportation,tried to find optimization issues for the futuer improvements. The results not only helps the Shenzhen port road support system construction, but also provide a reference for relevant policy-making departments.
