【摘要】 我国的军工企业在新时期承担双重使命,既承担着国防建设使命,同时也承担着自身发展的使命,四川航天工业总公司(SCAAT)作为中国航天科技集团公司的重要组成部分,也是四川军工企业的重要成员,如何在完成好国家任务的同时,找准企业发展的切入点,加速军民技术转化,加快军民融合项目发展,为地方经济作出更大贡献,不仅是军工企业自身发展的需要,也是军工企业融入地方经济、履行企业社会责任的需要。本论文从项目管理的角度,研究了国内外军民融合发展模式,总结了四川航天军转民、军民融合项目发展历程,分析了四川航天军民融合项目发展现状,指出了军民融合项目存在的问题,借助SWOT(优势Strengths、劣势Weaknesses、机会Opportunities、威胁Threats)工具对军民融合项目环境进行分析,对现有产品进行产品评价、行业评价,提出了军民融合项目发展重点,将项目管理的理论、方法与航天系统工程理论和航天项目管理方法结合运用,以数控强力旋压机项目管理实践为例,从项目管理的特点、研制要求、研制周期、管理组织、职责、项目利益相关者分析、工作分解结构、进度管理、质量管理、资源管理、分工和奖惩等方面的实践进行了分析、探索,展示了四川航天军民融合项目管理的实践内容,并提出了对项目未来发展的相关建议,旨在为四川航天在军民融合项目管理探索过程中提供一些经验与参考。更多还原

【Abstract】 The new time’s military industrial enterprise takes on the dual-missions as national defense construction and enterprise development. As the important element or CASC as well as the important member of Sichuan’s military industrial enterprise, SCAAT how to locate the cut-in point to speed up civil-military technology conversion, speed up the development of civil-military integration item, make greater contribution for regional economy at the meanwhile of accomplish national mission successfully. This is not only the requirement of enterprise development, but also the requirement of inosculate into regional economy and fulfill social responsibility.This paper researches the developing mode of civil-military integration both in China and overseas from the angle of project management. Summarizes the developing course of civil-military conversion and civil-military integration project of SCAAT, analyses the developing actuality of civil-military integration project of SCAAT, indicates the existing problems of civil-military integration project. This paper uses SWOT(Strengths,Weaknesses,Opportunities,Threats) tool to conduct analysis for the environment of civil-military integration project. Meanwhile, it also conducts product evaluation and vocation evaluation for existing products, puts forward the developing keystone of civil-military integration project. This paper integrates the theory and method of project management with the project theory of aerospace system and aerospace project management method, takes the project management practice of NC strong spinning machine as the example, colnducts anatomy and exploration from such aspects as management character, research requirement, research period, management organization & responsibility, project personnel analysis, WBS, course management, quality management, resource management & working distribution and project rewards & punishment. This paper shows the practice content of SCAAT’s civil-military integration project management and puts forward re lativc suggestions about future dc velopmcnt of project.
