【摘要】 1898年英国以俄国租占旅大为借口强行租占威海卫,威海从此开始了其三十二年被租占的历史。英租时期,英国人并未在威海投入太多的行政成本。威英政府的财政支出比较有限,职能定位也并不是很宽泛,但是在英租威海卫的三十二年中,威海的政治、经济、司法和公共事业等方面都有了很大的发展,英国人在当地人心中的印象也有了很大的转变。本文认为,当地的发展和当地人观念的转变主要源于威英政府的治理模式的成功。受财政状况、管理目标以及英国的文化传统等因素的影响,英国人在一定程度上沿袭了当地的社会控制体系和文化传统,积极发展地方自治,在保持社会稳定的前提下,实现了行政管理体制的温和变革。这种治理模式不仅使威英政府较快地得到了当地人的认同,而且充分调动了当地地方精英参与治理的积极性。在这种治理模式下,当地的地方精英不仅维持了原有的社会地位,而且获得了更多的权力和发挥能力的空间,他们在乡村治理、经济发展、公共事业管理和司法诉讼等方面得以发挥更重要的作用。英租时期经济社会的发展与当地地方精英的参与,地方精英与威英政府间的相互支持和良性互动是分不开的。地方自治的发展不仅节省了行政成本也培养了当地人的自治精神和自我管理的能力,威英政府也得以用较低成本实现了自己的管理目标。我国当前正处于行政体制改革时期,总结威英政府的运营模式及其与社会精英之间的互动经验对我国现阶段地方自治建设和市民社会的培育都很有借鉴意义。更多还原

【Abstract】 In 1898, on the excuse of Russian rented Lvshun and Dalian, British rented Weihaiwei forcibly. The rented history of Weihai lasted for thirty-two years. In this period, British had not put too much administrative costs in Weihai, the financial expenditure of the government was comparative limited, the government functions also were not very broad, but among the thirty-two years, political, economic, judicial action and public utilities of Weihai all gained a great development, the local’s evaluation to the British also changed a lot. This paper argues that the development and attitudes changing both benefit from the successful governance model of British Concessions of Weihai. As the influence of financial status, management object and British cultural tradition, British reference the local social control system and cultural tradition to some extent, they developed local autonomy actively, under the precondition of the social stability, they realized the transformation of administrative management system mildly. The governance mode help the British Concessions of Weihai gain the identification, and fully mobilize the enthusiasm of local elites to participate governance. Under this governance mode, the local elites not only maintained their original social status, but they also have more power and more playing space, they play more important roles in rural governance, economic development, public utilities and judicial action. The economic and social development of Weihai in the rented period is inseparable with the participation of local elites. The development of local autonomy not only saved the administrative cost but also cultivate the autonomy spirit and self-management ability. Our country is during the administrative system reform period currently, summarizing the operation mode of British Concessions of Weihai and their interaction experience with the social elites will be very meaningful.更多还原
