【摘要】 海洋渔业不仅为沿海渔区和渔村提供主要的经济来源,也是沿海地区重要的经济增长点。但是,近些年来,受到高强度的捕捞作业、近海生态环境破坏等因素影响,近海渔业资源的持续衰退已成为不争的事实,沿海地区的海洋渔业背负着巨大的资源压力,同时也陷入了前所未有的发展困境。沿海地区政府及渔业主管部门也在积极寻求传统海洋渔业生产结构的调整与转变,从我国沿海省市对传统渔业的改造实践来看,融合滨海旅游经济特色,发展海洋休闲渔业成为促进渔民的转产转业,推进渔区渔村的环境整治和社会主义新渔村建设的重要战略选择。发展海洋休闲渔业,不仅能够为沿海地区蓝色经济版图增添发展的生力军,同时也是对沿海城区政府渔业管理能力的考验。崂山区是青岛市向东海岸发展的新城区,借助得天独厚的区位优势,该区海洋渔业得以较快发展,成为促进区域经济发展的重要产业。然而,渔业资源衰退、病害增多、渔业发展空间受制等不利因素也让本地区政府及渔业主管部门积极调整传统渔业产业布局,进行渔业生产结构调整。借助本地区旅游业蓬勃发展趋势,崂山区高度重视发展生态型、观光型渔业为主的海洋休闲渔业,截至目前,崂山区海洋休闲渔业已初具规模。然而,作为渔业结构调整过程中出现的新生事物,海洋休闲渔业的相关理论研究、规划布局以及配套设施建设和管理服务等方面尚处于起步阶段,再加之从业者观念和素质有待转变和提高,所以,该地区海洋休闲渔业发展的许多关键问题值得在发展过程中进一步研究和探讨。论文共分七部分:绪论:简述选题背景及依据,国内外研究动态,和论文创新点。第一章:首先对海洋休闲渔业相关概念进行阐释,继而将海洋休闲渔业与传统海洋渔业的进行对比区分,最后列举了海洋休闲渔业的产业特征。第二章:分析崂山区发展海洋休闲渔业的必要性和可行性,突显崂山区发展海洋休闲渔业的重要价值与意义。第三章:介绍崂山区海洋休闲渔业发展现状,内容包括崂山区海洋休闲渔业经营类型和现实问题分析。第四章:通过分析国内外海洋休闲渔业发展现状,总结发展经验,为崂山区海洋休闲渔业发展提供政策建议。第五章:借助SWOT模型分析方法,对于崂山区发展海洋休闲渔业的内外部条件各方面内容进行综合和概括,第六章:基于SWOT模型,设计崂山区海洋休闲渔业战略规划,并强调发展战略选择。更多还原

【Abstract】 Marine fishery not only provides the main source of income for coastal region and fishing villages, but also acts as an important economic growth to littoral. At the same time, in recent years, influenced by excessive fishing and marine environmental pollution, the fishery resource continuity decline, which bring tremendous resource press to marine fishery and make the marine fishery fall into predicament. Littoral government and fishery department try to find measures actively, that readjust and transform the traditional marine fishery production structure. According to the practice of traditional fishing transformation in China’s coastal provinces and cities, combined with seaside tourism economy, promoting marine recreational fishery become an important strategic choice, which opportunely assist the transfer of surplus fishery labor, promote environmental renovation in fishing villages, and advance socialism new fishing village construction.For coastal areas, developing marine recreational fishery not only add the new force to littoral’s economy, but also test the fishery management ability of coastal city government. As the new city subdivision of Qingdao’s east coast, Laoshan district has developed marine fishery rapidly and became an important industry with the help of resource advantage. However, a series of negative factors, such as the fishery resources recession, various disease, reductive fishery operation space and etc, compel the government and fishery department to adjust the structure of the traditional marine fishery actively.With the continuing development of seaside tourism economy, Laoshan district attach great importance to develop marine recreational fishery, principal types are ecological and sightseeing fishery. Up to now, marine recreational fishery in this area has already begun to take shape. However, as a new thing appeared during the process of fishing structure adjustment, academic research, planning layout and facilities construction of marine recreational fishery are still in their infancy, in addition, practitioners’concept and relational management need transformation. Therefore, a lot of key issues which generate from the process of marine recreational fishery development are worth to further research and discussion.This thesis was divided into the following seven sections:The exordium: Summarize the background and foundation, then introduced the domestic and foreign research tendency, at last distinguished relational conception.Chapter one: Interpret relational conceptions of marine recreational fishery, then distinguish marine recreational fishery with traditional marine fishery, and at last list the features of marine recreational fishery.Chapter two: Analysis the necessity and feasibility of developing marine recreational fishery in Laoshan district, including the feasibility analysis and benefit analysis. Chapter three: Introduce current situation of Laoshan Marine recreational fishery. Including the introduction of marine recreational fishery’types, and the analysis of realistic problem during development.Chapter four: According to the marine recreational fishery’development experiences in domestic and overseas, put forward the suggestions.Chapter five: List the internal and external conditions for the marine recreational fishery’development in Laoshan by SWOT model analysis.Chapter six: Based on the conclusion of SWOT model analysis, try to put forward the strategy for Marine recreational fishery in Laoshan.更多还原
