海泊河污水处理厂改扩建项目投资收益分析

【摘要】 随着青岛市城市建设规模的不断扩大,人口不断增长,城市污染物排放量将大量增加,严重加剧胶州湾的有机污染,从而制约青岛市的投资环境及经济社会的发展。为此,对海泊河污水处理厂进行升级改造和扩建,使现有处理厂尾水达到新的排放水质指标要求,同时对处理规模进行扩建,将进一步减少对胶州湾的污染,为树立青岛市在环保及生态方面的形象起到积极的作用。本文综合运用投资收益研究的理论,对海泊河污水处理厂改扩建项目进行了全面评估。采用定性分析与定量分析相结合的方法,来论证该项目投资具有显著的经济效益、环境效益和社会效益,从而污水处理厂项目建设提供科学的参考依据。文章共分5章,其主要研究内容如下:(1)介绍主要研究的背景和意义,同时说明本文研究内容、方法及创新之处。(2)阐述了项目投资收益相关理论,包括投资收益评估的内容、方法、标准及评估原则。(3)介绍了海泊河污水处理厂的现状,包括该项目建设的背景、目前运行情况及改扩建项目方案。(4)对项目进行了经济效益、社会效益和环境效益在内的效益评估,并运用多层次模糊综合方法对综合效益进行科学评估。(5)对本文的研究进行总结并对未来研究方向和研究思路予以展望。本文的主要结论与创新是:(1)本文运用财务分析方法测算海泊河污水厂改扩建项目经济效益,研究发现财务净现值、内部收益率等财务指标均符合本项目要求,该项目在财务上是可行的,具有一定的经济效益。同时针对社会环境效益难以量化的特点,运用多层次模糊综合评价方法对本项目的社会环境效益进行测度,研究结果表明该项目具有显著的社会环境效益,综上本项目实现了经济效益、社会效益、环境效益的有机结合。(2)本文的创新之处在于:一是将财务分析的方法引入项目投资收益分析的考核中来,通过经济效益评价分析项目的收益并进行了敏感性分析。二是运用多层次模糊综合评价法对社会环境效益进行测算,实现了定性分析与定量分析的结合。

【Abstract】 As the scale of construction in Qingdao City continues to expand, population growth, urban pollutant emissions will increase significantly, severely increasing the organic pollution of Jiaozhou Bay, thereby constrain the investment environment and economic and social development of Qingdao, The upgrade and expand of this project will make the discharge of tail water reach a new water quality requirements, while the scale of the expansion of treatment will reduce the pollution of Jiaozhou Bay and play an active role to the establish image of Qingdao City in environmental protection and ecological aspects.This thesis uses the theory of investment-income and qualitative analysis and quantitative analysis methods, carries out a comprehensive assessment of Haibo River Sewage Treatment Plant expansion project, to demonstrate that the project has significant economic benefits of investment, environmental and social benefits, so as to provide scientific reference for the construction of sewage treatment plant project.This paper ineludes 5 chapters and the main contents include(:1)Introduces and the background and significance of the study, at the same time show the contents of this paper, methods and innovations. (2) The theory expounded investment, including investment income assessment content, methods, standards and assessment principles. (3) Introduced the status of Haibo River sewage treatment plant, the construction background of the project, current situation and the renovation and expansion project is running the necessity and feasibility of implementation. (4)Assessment of economic、social and environmental benefits, and did overall efficiency of scientific assessment using multi-level fuzzy comprehensive approach. (5)Summarized the research and pointed out the direction of future research and research ideas to prospects.The main conclusions of this thesis and innovation are:(1)This thesis estimates the Haibo River economic benefits of wastewater treatment plant expansion project by use of financial analysis, the study found the financial net present value, internal rate of return and other financial indicators are in line with the project requirements, the project is financially feasible, with a certain economic benefits. At the same time in order to solve the difficulty to quantify the social and environmental benefits, this thesis measure effectiveness of the society and environment by use of multi-level fuzzy comprehensive evaluation method. The results show that the project has significant social and environmental benefits. The project fully implements the combination on economic, social, of environmental benefits.(2) The innovation of this paper is: First, the introduction of the financial analysis of investment income examination, through the proceeds of economic evaluation of the project and the thesis conducts a sensitivity analysis. Second, this thesis uses multi-level fuzzy comprehensive evaluation method to measure social and environmental benefits, achieving the combination of qualitative analysis and quantitative analysis.
