宁东—山东±660kV直流工程对电网的影响分析

【摘要】 按照国家电网公司规划,输电距离约1373km、设计额定输电功率8000MW的西北(宁东)-华北(青岛)直流联网工程将于2012年建成并投产,其中一期工程第一回直流将于2010年建成单极并送电2000MW,2011年双极投产,设计送电4000MW;二期工程第二回直流2013年左右投产,建成后送电总规模达到8000MW。工程直流输电电压为±660kV。一期4000MW直流受端落点位于青岛。宁东-青岛直流工程投产后,将和山东-华北500kV联络线共同向山东送电6000MW-7000MW,送入功率将超过山东负荷总量的12%,使山东成为典型的受端电网。交直流互联、大量外部功率送入,这是山东电网在以往运行中所未遇见,可能出现一些新的运行问题。本文主要针对上述情况进行详细研究,分析两者之间的相互制约关系,提出相应的控制策略。并研究宁东直流输送4000MW的可行性,兼顾特高压输送功率与省间功率交换,提出宁东直流投运后需要新增的安控措施,提出配置方案。在研究过程中以山东省电力调度中心2010、2011年规划运行数据为基础,详细分析了2010年宁东直流一期单极投产后的典型运行方式下山东电网的适应性问题,并针对2011年宁东直流双极投产后的典型运行方式进行了综合安全稳定分析,为山东电网的安全稳定运行提供了有益的建议。

【Abstract】 The Ning-Dong HVDC interconnection project which is 1373km long and the designed-power ratings is 8000MW will be put into production in 2012 by the plan formulated by the State Grid. The first HVDC Line will be built in single-pole mode in 2010 and the transmission power is 2000MW. The transmission capacity of the first Line will be increased to 4000MW in double-pole mode in 2011. The lineⅡwill go into production in 2013 and then the transmission capacity will be 8000MW. The project operates at±660kV and the receiving end locates in Qingdao.The power transmitted into Shandong province through the Ning-Dong HVDC and Shandong-North China AC line (500kV) will be 6000MW-7000MW. The transmission capacity will be more than 12 percent of the load total quantity in Shandong, and the Shandong power net will change to the classic receiving system. There will appear some new problem in the power system operation in the new Hybrid AC/DC System.The feasibility of the Ning-Dong HVDC Line with 4000MW transmission capacity is studied. Some security-control measures are put forward when the Ning-Dong HVDC project go into production and the power exchanged between the Shandong power system and UHV net is given consideration. The adaptability of the Shandong power-net after the Ning-Dong first line put into production in single-mode in 2010 is analyzed in detail based on the planning-operation data presented by the Shandong Power Dispatching Centre. The stability and security of the Shandong system in the standard operation-mode when all of the Ning-Dong project go into production is also studied and some useful suggestion for the safety-operation of the power system is put forward.
