济南配电自动化试点区域建设方案的研究

【摘要】 2009年5月,国家电网公司提出了建设坚强智能电网”战略发展目标。配电系统作为建设坚强智能电网的六大环节之一,是坚强智能电网的重要基础和组成部分。智能电网战略目标的提出,为配电自动化注入了新的内涵,也为配电自动化的发展指明了方向。由于每个城市经济发展、配网基础等条件的不同,根据国网公司《配电自动化试点建设与改造技术原则》一生配电(2009)196号有关要求,配电自动化建设“应根据各地区经济发展、负荷差异、供电可靠性要求,以及配电网和通信现状、相关应用系统的成熟度条件,合理规划设计实施区域的配电一次设备、通信方式、主站、子站及终端的功能和配置要求,制订配电自动化分阶段实施计划”本文遵循试点先行、分步实施的建设原则,认真分析济南市配网情况,选取配电自动化试点建设区域,通过对试点区域负荷特点、网架结构、一次设备、自动化应用现状、通讯系统网络现状、配电网相关信息系统现状以及配电管理现状认真分析,总结出存在的问题,分别制定了规划建设目标。按照一次网架结构、配电自动化主站系统建设、馈线自动化建设、一次设备及配电终端、配电通信网络、信息交换总线、信息互动化应用、配网调控一体化管理等方面制定了配电自动化建设改造方案。济南供电公司智能配电网建设,将在坚强网架建设的基础上,通过打造“坚强、可靠、智能、绿色”的电力供应网络,建设成为具备“自愈、兼容、互动、优化”特征的,高效实用、具有可持续发展能力的全覆盖智能配电网。通过智能配电网的自愈控制、分布式电源接入控制、信息系统间互动及用户互动、经济优化运行等功能,提高济南城市配电网的供电可靠性和快速复电能力,提升运营和管理水平,有效缩短配电线路故障停电时间,提高用户满意度,实现配电网的卓越运营,对山东省的大范围推广具备指导意义。

【Abstract】 May 2009, the State Grid Corporation proposed the strategic development objective of constructing a strong and smart grid. The distribution system is one important part of smart grid. The objective proposed gives the distribution automation a new content and indicates the direction for the development of distribution automation.Because of each city’s differences in economic development and distribution network construction, State Grid Corporation proposed "the technological principle for building and alteration of distribution automation in the pilot regions". The principle requests that the regional economic development, the load difference, the reliability requirements, the status of distribution network and communications, and the relevant conditions of application systems should be analyzed; the features and configuration requirements of distribution equipment, communication means, master stations, sub-stations and terminal units should be planed and designed legitimately; a phased implementation plan of distribution automation should be proposed.In this paper, the status of distribution network in Jinan is analyzed carefully, the pilot construction area of distribution automation is selected and the building program of distribution automation of Jinan is proposed. The building program involves the alteration of grid structure, the construction of main station, feeder automation, devices and terminals, distribution communications network, information exchange bus, interactive information applications, distribution network management etc.By the construction of smart distribution network in Jinan Power Supply Company, a "strong, reliable, smart, green " electricity supply network will be created. The network has the features of "self-healing, compatible, interactive, optimization" and covers the entire city distinct of Jinan.Through the self-healing control, the distributed power access control, the interaction between information systems, the interaction with users, and the optimal operation of the economy, the supply reliability and fast restoration capability of distribution network will be improved, the operation and management level will be heighten, the fault time of distribution network will be effectively reduced, the customer satisfaction will be enhanced, the achieve operational excellence in the distribution network will be realized as result. The implementation of this project has important direction significance for the promotion of distribution automation in the Shandong Province.
