潍坊市公安局人事管理系统的设计与实现

【摘要】 潍坊市公安局对于人事管理方面由于管理手段落后等原因,使得潍坊市公安局实际人事管理中的问题仍不少,人事管理的信息化迫在眉睫。潍坊市公安局为了实现干部人事档案管理、干部任免、工资管理、非领导职务任免、警衔管理等人事业务工作的自动化管理,欲从根本上改变传统的手工操作模式,使公安人事工作的信息化建设上升到一个新台阶,为此根据全国公安人事信息结构体系标准,在“全国公安人事管理信息系统总体规则”的指导下,特针对潍坊市公安局的实际情况,结合潍坊市公安部门业务特点对公安局人事管理系统进行设计与实现。本人结合公安局人事管理工作的实际需要和具体情况,以及对潍坊市公安局情况的调查和研究,按照软件工程的设计规范,设计了潍坊市公安局人事管理的设计方案。本人主要参与了需求、概要设计、详细设计、实现中的部分模块,在系统的开发过程中始终采用面向对象的分析与设计思想对需求进行了分析,对各个功能进行了面向对象的设计。技术上采用JAVA语言的分析与设计思想对需求进行分析,对各个功能进行设计。技术上结合公安局人事管理的特点选用B/S架构下的J2EE体系进行设计,在技术上把系统打造成扩展性、维护性强的系统。本文首先结合潍坊市公安局人事工作论述了人事管理系统的发展意义和趋势,针对潍坊市公安局的现状对人事管理业务进行分析,实现了人事管理的整个流程,围绕人事管理业务进行需求分析、设计、实现。干部管理、非领导职务任免管理、机构编制管理、工资管理、警衔管理是人事管理业务中的重要组成部分,另外,人事管理业务本身蕴涵了基本信息管理、信息查询、统计报表管理等诸多功能。通过对人事管理业务数据的分析,可以使人事管理系统识别不同的客户群体,确定人事管理操作模块,实现差异化服务。并为潍坊市公安局人事管理提供准确的信息。通过本论文对潍坊市公安局人事管理系统的设计与实现,完成了人事管理的基本流程,方便了潍坊市公安局操作人员,规范了人事管理工作流程,提高了人事信息管理质量和工作效率。应用证明人事管理系统充分发挥了网络资源进行人事管理的优势,既经济又方便,提高了潍坊市公安局的管理效率和水平。

【Abstract】 Weifang public security bureau for personnel management due to reasons such as backward management making the actual staff of Weifang Public Security Bureau still has a lot of problems in the management, so personnel management information is imminent. Weifang Public Security Bureau in order to achieve the cadre and personnel records management, cadre appointment and dismissal, salary management, appointment and removal of non-leadership positions, ranks and management operations of the automation of personnel management, wants to fundamentally change the traditional manual mode of operation, making the information on the work of public security personnel build up to a new level, this structure according to the National Police personnel information system standards, under the guidance of the "National Police personnel management information system rules" and under the circumstance of Weifang Municipal Public Security Bureau, combined with operational characteristics of Weifang City Police Department having the design and implementation to Public Security Bureau personnel management system.In this paper, combining the practical needs and specific circumstances of the Public Security Bureau personnel management, and having surveys and studies to the situation in Weifang City Public Security Bureau, according to the design of software engineering, makes a design for the Weifang Public Security Bureau personnel management. This paper mainly involved in the requirements, outline design, detailed design, implementation of some modules in the system development process it has always been object-oriented analysis and design analysis of needs, having a the various features of object-oriented design.Technology using JAVA language analysis and design to analysis the needs, and having a design of each function. Technology combined with the characteristics of the Public Security Bureau of Personnel Management selected B/ S architecture J2EE system design, the system plays a technically scalability, maintenance and strong systems.This paper firstly combining weifang public security bureau personnel work discusses the development of personnel management system, meaning and trend in terms of present situation in weifang public security bureau having a analysis to personnel management business, realizes the whole process of personnel management and around personnel management business requirement to analysis, design and implement. Cadre management, appointment and removal of non-leadership positions in management, establishment management, salary management, personnel management ranks management is an important part of business, In addition, personnel management business itself implies a basic information management, information, statistics report management, and many other features. Through the analysis of personnel management business data, personnel management system can identify different customer groups to determine the operation of personnel management module, to differentiate their services, and personnel management for the Weifang Public Security Bureau to provide accurate information.This paper, the design and implementation of Weifang Public Security Bureau personnel management system, completes the basic process of personnel management, facilitates the operation of Weifang City Public Security Bureau personnel, standardizes personnel management processes, improves staff quality and efficiency of information management. The application of proven personnel management system full plays the advantages of personnel management of the network resources, economical and convenient to improve the management efficiency and level of Weifang Public Security Bureau.
