【摘要】 粮食是人类赖以生存和发展的基础,是关系国计民生的重要战略物资。粮食安全问题既是一个重要的经济问题,又是一个重要的政治问题。进入21世纪,中国人口已突破13亿,对于这样一个人口大国,粮食安全问题显得尤为重要。随着城市化进程的快速发展,我国城市数量逐年增加,城市已成为我国国民经济发展的重要载体,特别是大中型城市粮食消费来源主要依靠市场调节,而不是以当地粮食生产供应为主,是比较典型的粮食流通主导型城市,城市区域内产不足需的缺口越来越大,粮食安全状况不容乐观。另外,大中型城市粮食安全是国家粮食安全的一个重要组成部分。因此,研究其粮食安全问题,对于保障国家粮食安全具有重大的意义。在国家粮食安全的大形势下,济南市作为山东一个农业大省的省会城市,研究其粮食消费特点和粮食安全保障对策,具有一定的代表性和可参考价值。特别是近几年来,济南市在保障城市区域粮食安全的探索与实践中取得了一定成效和经验,可以给予相同城市区域粮食安全的保障机制研究以有益的启示,同时也对济南维护粮食安全方面具有十分重要的现实意义。本论文在综合国内外许多专家、学者对于粮食安全问题研究分析的基础上,对粮食安全概念的演变进行了阐述,对粮食安全的重要地位和我国现阶段大中型城市粮食安全问题进行了分析,并在综合粮食安全涵义、分析大中型城市粮食消费特点的基础上对大中型粮食安全的涵义和目标,以及大中型城市粮食安全与国家粮食安全的关系作了分析和论述。通过从粮食生产、流通、消费等三个方面入手,对济南市粮食安全问题进行了实证分析,综合概括了近几年来济南市在维护城市区域粮食安全上作出的有益探索。同时,借鉴国外以及国内其他城市的经验,在构建粮食安全心理、粮食生产安全、粮食流通安全、粮食安全责任等方面提出了确保我国大中型城市粮食安全的对策建议,旨在为济南市的粮食安全布局及大中型城市的粮食安全保障机制的构建提供可靠的理论依据,确保城市区域粮食安全,进而确保国家粮食安全。更多还原

【Abstract】 The food is human survival and development foundation, which is the important strategic material relating to the relationship. Food security is not only an important economic problem, but also an important political issue. Entering the 21st century, China’s population has exceeded 1.3 billion, for such a large population, food security is particularly important. Along with the rapid development of urbanization in China, the number of cities increases year by year, t the city has become an important carrier of our national economic development. In particular, the main source of food consumption of the large medium-sized cities to relies mainly on market regulation, rather than local food production and supply based. Large and medium-sized cities are comparatively typical food circulation leading city. The gap in need of insufficient is becoming more and more in urban areas. The food security situation is not optimistic. In addition, the food security of large and medium-sized city is an important part of the national food security. Therefore, for ensure the national food security; research for food security of the large and medium-sized cities is great significance.Jinan is a provincial capital city of Shandong province. Shandong is a big agricultural province. In the situation of research national food security, research for the grain consumption characteristics and the food security countermeasures of Jinan has certain representativeness and reference value. Especially in recent years, the city of Jinan in the protection of regional food security of the exploration and practice has achieved some success and experience. The success and experience can give the same city regional grain security guarantee mechanism of research in the beneficial enlightenment. Simultaneously, it is very important practical significance for the food security of Jinan.In this thesis, it describes the evolution of the food security concept, which bases on research and analysis for food security of many experts and scholars at home and abroad. It analyzes the importance of food security status and the food security in large and medium cities in China at this stage. This thesis describes the meaning of the characteristics of large and medium urban food security and objectives of food security. And based on it the medium and large meaning and medium-sized urban food security. And it discussed the relationship of the national food security and the city food security.Through from food production, circulation and consumption of food security issues in Jinan City, the empirical analysis, comprehensive summary of the last few years the city of Jinan City in the maintenance of regional food security to make a useful exploration. Meanwhile, other cities learn from foreign and domestic experience in the psychology building food security, food production and security, food distribution and food security and other aspects of the responsibility to ensure food security in large and medium cities in China’s countermeasures, aimed at the food in Jinan City layout and safety of food security and medium-sized cities, construction of the mechanism to provide reliable theoretical basis, to ensure food security in urban areas, thus ensuring national food security.更多还原
