【摘要】 城市非建设用地作为城市土地资源的重要组成部分,在中国当前经济转型、城镇化快速发展的双重背景下,面临着数量减少、控制困难、功能多样等问题。部分经济发达城市已经出现了城市建设用地与城市非建设用地“图底关系”逆转的现象。许多城市都进行了城市非建设用地的研究与实践。但仅从保护生态的角度出发的城市非建设用地研究,由于对经济发展、社会物质需求等强大的经济动力和非建设用地中的农村问题对城市非建设用地的保护的阻力,分析不足,实施及控制效果并不理想。本文从保障城市安全、协调经济发展的角度出发,对影响城市非建设用地分类的因子做了归纳与总结,并据此对城市非建设用地进行了分类。将城市非建设用地控制纳入到城市规划各个层面,并在内容、方法上进行了一些探讨。针对苏州城市非建设用地表现出的特点和问题进行了总结与分析。文章主要提出了在保护城市非建设用地的前提下,对不同种类不同级别的城市非建设用地的控制与挖掘土地价值的策略。提出在保障城市生态安全的大前提下,增加农民收入,改善农村经济的控制策略及政策保障。最后文章提出控制城市非建设用地的方式,并分析了城市非建设用地与城市建设用地相互转换的条件。更多还原

【Abstract】 Urban non-constructive land, as one essential part of land resources in China,is suffering from some predicaments such as management confusion and sharp reduction as well as function alienation conformed by China’s economic restructuring and rapid urbanization currently.In view of this situation, it has been put into schedule for research and practice on urban non-constructive land.Nevertheless, research of urban non-constructive land which is simply from perspective of ecological protection, hasn’t got ideal results as expected, for it underestimates great resistance existing in maintaining power of economic development and social demands as well as protecting urban non-constructive land with rural issues.Based on the background and analysis stated above, this paper makes a conclusion about factors of classifying urban non-construction land, from perspectives of protecting safety of city and coordinating economic development. Furthermore, urban non-constructive land is also classified in this paper. What’s more, approaches of control on urban non-construction land by classification are also stated in this paper.Besides, this paper chooses Suzhou, which enjoys high level of urbanization, as the research area, and makes a profound analysis and summary regarding characteristics and problems appear in non-constructive land in Suzhou.In addition, this paper proposed strategies of how to control and excavate value of urban non-constructive land under the premise of protecting it.Also, it discussed problems of ecological sensitive zone, that is, the rural economic development, pointing out that strict control of non-constructive land should not be implemented in sacrificing interest of farmers unconditionally. It proposes methods about how to increase farmers’ income, and then improve control strategy as well as policy support for rural economy under the premise of protecting urban ecological safety. In the end, Finally this paper put forward the control of urban non-constructive land, and analyzed the conversion condition between urban non-constructive land and urban construction land.更多还原
