【摘要】 2007年的金融危机以强大的影响力席卷全球,使得日益参与全球化的国家行为体受到了不可避免的冲击。当前,各个国家行为体以克服危机,恢复经济为优先战略。金融危机后的时代的显著标志即是国际秩序中行为体的实力对比,权力结构和国际社会因素都发生了改变。这些相关因素的改变必将为地区秩序的发展走向和单个国家的战略选择产生一定程度的影响。基于后危机时代所提供的全新的观察视角和时代特点,本文的任务就是在相关理论的探讨和指导下,深入分析国际秩序重构的规律性表现,并立足于东亚的区域整合来探讨新秩序下东亚地区国际关系的走势。第一部分集中论述国际秩序重构的理论分析。国际秩序包含“体系秩序”和“社会秩序”两大方面,体系秩序本身的重构是一个相对客观的发展过程,体系秩序的重构主要涵盖了权力在主要行为体间的分配变化；权力主体对于国际秩序客观认知的重新建构,即权力行为体如何定位例如军事,安全,国别政治这些关键战略元素；基于权力的重新分配和客观认知的调整,权力主体会重新认知自身在秩序发展中的战略目的。国际社会秩序本身是个繁杂庞大的研究体系,他不仅包含诸如国际制度,国际机制,法律等社会学的传统概念,还包含诸如外交,国际话语权,文化软实力等社会学在国际政治中的衍生概念。国际社会秩序是国际秩序重构过程中维护秩序发展变革的“中介因素”,即这些概念是权力行为体在体系秩序中追求自身目标的路径选择,正是社会秩序的不断发展成熟改变了国际秩序中过分倚重权力的“丛林状态”,使得国际体系秩序的发展呈现更大的多元化和合作性。鉴于国际社会秩序本身是个繁杂庞大的研究体系,文章中选取了几个具有较大研究价值的相关概念来论述。第二大部分以东亚地区为着眼点,分析后危机时代地区国际秩序的重构是文章的理论应用部分。基于理论设定的清晰框架,笔者仍将从体系秩序和社会秩序两大方面来探讨东亚地区秩序的重构特点和内容。体系秩序部分笔者通过对权力对比变化的观察和分析,得出地区秩序内行为体战略认知和秩序发展目的的变化特征。社会秩序方面基于东亚地区的秩序特点,着重探讨地区机制化和地区文化认同两大方面的发展趋势。第三部分主要论述的是,从中国所面临的现实情况来看,如何做好中国自身的战略选择。基于东亚地区秩序中权力分配的改变’,中国会重新调整地区权力格局中自身的应对战略,更加突出自身经济议题的着重和自身外交策略的灵活性和合作性,并展开文化软实力方面的积极建设。更多还原

【Abstract】 Due to the eruption of the financial crisis, the nations that exist in the globalization are being stricken strongly. At time being, the nations take the overcoming the crisis and restoring the economy as their priority strategies. The remarkable symbol of the era of the post-crisis is the changes in the power’s compare among the state actors, the structure of power and international social elements. These changes will affect the trend of the regional order and national strategic choice to a certain degree. Based on the new perspective and times’ characteristic, the mission of the essay is to analyze the regular expression of the international reconstruction under the guide of the related theories. And then the essay will emphasize on the exploration of the trend of international relations in East Asia, which set foot in regional integration.The first paragraph will talk about the theory of international order. In the theory, the international order consists of systematic order and social order. The construction of systematic order is a comparative objective procession. The construction of systematic order includes the changes of power’s distribution among the state actors, the construction of the strategic cognition of state actors. The construction of the strategic cognition of state actors indicates that the state actor’s orientation of the factors, such as military, security and the internal politics. Based on the re-distribution of power and the coordination of the strategic cognition, the state actors will change their strategic objection in order development.The social order itself is a complex system. It not only consists of traditional social terms as international institutions, international regime and laws, but also of the derived terms such as diplomacy, international rights of speak and cultural soft power. International social order is "mediating factor" of protecting the development and transition of international order’s reconstruction. These factors will change the "jungle situations" when the state actors peruse their strategic objection in international order. It will promote the international systematic order to express the diversification and cooperation. Due to the complex system of social order, the essay just selects the several related terms that have a deeply influence.The second paragraph of the essay is the application of the theory of international order’s reconstruction. Based on the obvious framework of theory, the author will refer to the feature and content of the reconstruction of systematic order and social order in East Asia. In the discussion of the systematic order, the author concludes that changes’ characteristic of strategic cognition and order development, which is based on the analysis of power’s compare and changes. In the social order, the author emphasize on the regional institution and regional cultural identification under the analysis of order feature in East Asia.The third paragraph of the essay will expound the current situation confronted by China and the method of China strategic choice. Because of the changes in power’s distribution in East Asian order, China will re-just its strategies in the framework of power. China will emphasize its attention to economy, its cooperation and flexibility in diplomatic policy and the active construction of cultural soft power.更多还原
