四川省农业技术创新动力机制研究

The Research on Agriculture Technology Innovation Dynamical Mechanism in Sichuan Province

【摘要】 2009年,四川省综合科技进步水平指数继续提高,达到42.47%,较上年提高0.7个百分点,进一步巩固了在第三类地区的地位。在西部12个省(市、自治区)中,四川省综合科技进步水平仍居第三位。然而,四川省农业技术创新供求动力不足的现象仍然明显,其原因是多方面的。本文研究了四川省农业技术创新的供求动力机制以及影响供求动力不足的因素所在,并通过因子分析筛选出影响农业技术需求的主要成分。立足技术发展理论、技术创新理论、动力机制理论,对农业技术创新动力机制的构成要素及供求特点进行了详细分析。运用规范与实证相结合的方法,从技术供给和技术需求两个角度对农业技术创新供求动力机制展开分析。应用经济学上的供给—需求均衡法综合分析了农业技术创新的供需机制。针对理论和实证分析结果,得出结论并提出相应的政策建议。研究结果表明,四川省农业技术创新的动力不足现象突出,其原因在于:供给方面主要是科研成果质量不高、农业科技投入不足、农业投资分配比例失调、农业科技人员素质较低;需求方面主要表现在农民科技文化素质尚低、农业经营风险大、农业经营比较利益低、技术推广成本高。而影响农户对农业技术需求的主要因素有:农业固定资产投资、农户耕地经营规模、农产品生产价格指数。四川省农业技术供需不平衡的现象严重,供给大于需求,原因可能有三个:一是已完成的农业科技项目应用性不够,相关部门无法进行推广和应用;二是农业科技项目在推广过程中失真,不能被农业技术需求者及时采纳或无法真实采纳;三是农业技术需求者自身的支付能力和应用能力有限,一些重大科技项目无法被很好地应用。论文从建立和完善多元化的投入体系,加强农业基础建设的投资力度,优化科技人才激励机制,培育创新人才队伍,创新和完善农业农村制度五个方面提出了相应的对策和建议。

【Abstract】 2009, Sichuan province comprehensive science and technology progress continues to improve, reach level index.42.47%. improving 0.7 percentage points than last year, and further consolidate the position of in the third class area. In the western 12 provinces (municipalities, autonomous regions), the comprehensive technological progress level of Sichuan province still lags third. However, the phenomenon of Sichuan province’s agriculture technology innovation supply and demand underpowered still be obvious, its reason is multifaceted.This article studies the agricultural technology innovation supply and demand in Sichuan dynamical mechanism and influencing factors of supply and demand in powered by factor analysis, and screens the main ingredient affecting agricultural technology needs. Based on the technical development theory, technology innovation theory and dynamic mechanism theory, agricultural technology innovation motive mechanism of the elements and demand characteristics are analyzed in detail. The article uses standard and empirical combination of methods to analysis this dynamic mechanism of supply and demand from two points of view a technical supply and technical requirements of agricultural technology innovation. The balance method of economics supply--demand is applied to analysis comprehensively the agricultural technology innovation supply and demand mechanism. According to the theoretical and empirical analysis results, it draws some conclusions and puts forward relevant policy Suggestions.The results of the study show that, on the one hand, Sichuan province agricultural technological innovation power deficiency is outstanding, the reasons are:supply, scientific research achievements mainly in agricultural science and technology quality is not high, insufficient investment, agricultural investment distribution ratio imbalance, agricultural science and technology personnel quality low; Demand is mainly manifested in the farmers’technological and cultural quality is still low. agricultural management’risk is big, agricultural management’interests is low, promoting technology comparative’cost are high. And the main factors which influencing farmers of agricultural technology needs are:agricultural fixed asset investment, farmers cultivated land business scale, agricultural production price index. On the other hand, Sichuan province of unbalanced supply and demand of agricultural technology is serious, supply significantly greater than demand, the reason there are three possible:The one is that the application of completed agricultural science and technology project is not good enough. and can not be popularized and applied by related ministries; The two is that the agriculture science and technology project in promotion process is distorted, and cannot be adopt by agricultural technology demanders in time or not be true adopted; The three is that the agricultural technology demanders own the ability to pay and application ability is limited, some major science and technology projects cannot be good application.This paper puts forward five corresponding countermeasures and suggestions, include establishing and perfecting diversified investment system, intensify agricultural infrastructure investment, optimize technology talent incentive mechanism, fostering innovation talented person troop, innovation and improve rural system.
