【摘要】 中医药是中华民族创造的医学科学,是我国优秀民族文化中的瑰宝,几千年来生生不息、绵延不断,显示出强大的生命力,不仅为中华文明的发展做出了重要贡献,而且对世界文明的进步也产生了积极的影响。中医从业人员有着广泛、深厚的群众和社会基础,至今仍然在保障人民群众健康方面发挥着重要作用,是我国卫生服务体系中不可或缺的重要组成部分。我国有着13亿人口,发展医药卫生事业,逐步建立基本医疗保障制度,切实解决人民群众看病难、看病贵问题,必须充分开发利用中医药资源,充分发挥中医从业人员的作用。因此,如何对针对中医从业人员的特点,尽快建立健全符合其发展方式的管理制度,成为促进中医药事业蓬勃发展的关键。本文介绍了中医从业人员的历史发展概况,分析了我国中医从业人员管理的现状,提出我国中医从业人员发展中面临的问题,并通过借鉴澳大利亚、新加坡、香港和台湾等国家和地区对中医从业人员管理的经验,提出建立中医从业人员分类管理的建议措施和相关立法和政策建议。本文主要取得以下成果：一是阐明了中医从业人员的历史发展概况；二是深入分析了我国中医从业人员发展的现状和面临的主要问题；三是系统介绍了其他国家和地区对中医从业人员的管理情况,并进行了对比分析；四是提出了建立健全我国中医从业人员管理制度的思路。本文的主要创新点在于通过对我国中医从业人员现状的分析,同时借鉴部分国家和地区对于中医从业人员分类管理的经验,建立健全符合中医从业人员发展特点的分类管理制度,具有一定的理论和实践价值。更多还原

【Abstract】 The Traditional Chinese Medicine is medical science created by the Chinese nation, has developed generation after generation over thousands of years, as gems of the Chine se culture, it has indicated the strong vital force and contributed significantly to the deve lopment of Chinese culture and even has had a positive effect on world civilization. The Traditional Chinese Medicine professional have an extensive and deep social basis, so fa r, they still play very important roles in ensuring the health of the people, and they hav e become an indispensable part of public health service system in China. The number of Our population is 1.3billion, it has very important meaning for developing medical and health care, basic medical security system and solving the difficulty and high cost of get ting medical service of the public, it is crucial to fully strengthen the role of the Traditi onal Chinese Medicine professional and make full use of Traditional Chinese Medicine. S o how to establish proper management system based on the characters of the profession has become the key of promoting the Development of Chinese Medicine.This paper introduces the development history of the Traditional Chinese Medicine p rofessional, Analysis on the present situation of management of them, and proposes some problems they confront. Based on the management experience of countries and areas su ch as Australia, Singapore, Hong Kong and Taiwan, the author puts forward some effec tive proposals as Classifying Management and suggestions of legislation and policy.This paper has given below main fruits:First, it introduces the development history of the Traditional Chinese Medicine professional; Second, it analyses in depth the presen t situation of them and some problems they confront; Third, it introduces the situation o f other countries and areas, and make contrastive analysis; Forth, it puts forward new w ays of improving the management system of Traditional Chinese Medicine professional.The main innovation of this paper is that it puts forward some effective proposals a s Classifying Management through analyzing current situation of Traditional Chinese Med icine professional and basing on the management experience of other countries, has theor y value and utility value.更多还原
