【摘要】 “三农”问题是关于国计民生的大问题,是我党和国家现阶段工作的重中之重。农民增收问题又是“三农”问题的核心。农民能否持续增收不仅关系到我国经济的发展、社会的稳定,更关系到我国社会主义现代化建设的进程、小康社会的全面发展以及和谐社会的构建。解决农民增收这一问题刻不容缓。本文在指出农民增收问题重要性的基础上,分析了我国农民现阶段收入的状况,得出了我国农民目前收入水平偏低、增收幅度缓慢、城乡收入差距大的结论。作者在第二部分论述了当前制约农民增收的因素,包括农业产业结构不合理、城乡二元结构的弊端、农民素质不高和土地制度不完善等几方面的内容。文章的第三部分,作者提出了实现农民增收的有效途径,包括调整产业结构,推进农村城市化、打破城乡二元结构、发展农村教育、提高农民素质,完善土地制度、健全土地流转机制等。二、三部分是本文的重点所在,详细介绍了农民增收难的深层原因和多渠道的增收途径。作者最后指出,要解决农民增收这一艰巨、复杂的难题,要靠农民素质的提高、制度的完备、机制的健全、专家学者的理论突破、党和政府的英明决策等,并对农民增收的前景持乐观的态度。更多还原

【Abstract】 The problem of agriculture,rural economy and farmers is an important issue about the people’s livelihood.It is present top priority work for our party and country .The problem of increasing farmers’ income is the core of the problem of agriculture,rural ecomomy and farmers. Whether farmers can consistently income or not is not only related to the development of our national economy and social stability, but also related to China’s socialist modernization, a well-off society in all-round development and the construction of harmonious society. To solve this problem of farmers’ income is imperative.This paper points out the importance of increasing farmers’ income,at the same time, he analyses present Chinese farmers’ income condition.It is concluded that the farmers’ current income level is low, the increasing amplitude is slow, the income gap between the cities and the rural areas is big . The author in the second part discusses the current restricting factors of farmers’ income increase, including agricultural irrational industrial structure, the disadvantages of urban-rural dual structure, farmers’ low quality and imperfect aspects of land system and so on. In the third part of the article, the author puts forward some effective ways of realizing peasants’ income, including the readjustment of industrial structure, the promotion of rural urbanization, breaking urban-rural dual structure, the development of rural education, improving peasants’ quality, improving land system, and perfecting the land circulation mechanism, etc. Part Two and Part three in this paper are the key parts in which the auther introduces in detail the difficulties ,deep reasons and multiple channels of increasing farmers’ income. In the end the author points out that the solvement of the monumental complex problem of the farmers’ income relies on the improvement of farmers’ quality ,perfect system, sound mechanism, theoretical breakthrough of experts and scholars , wise decisions of the party and the government, etc. At last the auther keeps optimistic attitude to the prospect of farmers’ income increase.更多还原
