【摘要】 以中国共产党第十一届三中全会的召开为起点,我国的政治和经济发展步入了一个崭新的历史时期,即“新时期”。新时期以来,在中国共产党的领导下经过三十多年的努力和奋斗,我国无论是在经济方面还是在政治方面都取得了举世瞩目的巨大成就。究其原因,是中国共产党的政治管理思路和理念的不断变化,适应了改革开放后发展的实际要求。如何在今后保持现在良好的发展势头,并避免在今后的发展过程中少走弯路,促进我国政治经济的快速发展,最终能够实现中国共产党的政治目标,正确的实施政治管理是对中国共产党的必然要求。如同正确的认识事物一样,要正确实施党的政治管理,就必须要掌握中国共产党政治管理过程中各职能的特点、规律及其之间的关系,在现阶段运行过程中所要遵循的原则等,这是中国共产党正确实施政治管理的前提和基础。同时,总结党在政治管理过程中的特点,也有利于发现党在政治管理过程中存在的问题。因此,总结新时期以来中国共产党政治管理的经验和教训,对中国共产党今后正确实施政治管理具有现实意义。全文共分为五个部分。第一部分明确介绍了对党新时期的政治管理进行研究的意义,并分析文章的研究背景、总结了目前国内外对该课题的研究现状,阐述文章的写作思路和方法以及创新点；第二部分主要是对政治管理及其相关概念进行必要的阐述。详细阐述了政治管理的基本含义、政治管理的意义以及政治管理与其他相关概念的联系和区别；第三部分主要对我国新时期政治发展的历史进行概括。阐述了新时期我国政治体制改革取得的成就与问题,同时也分析了中国共产党政治管理模式的转变过程和政治管理目标的演变过程以及中国共产党的政治管理各个职能方面取得的成就；第四部分着重分析了中国共产党政治管理的具体职能与特点。详细阐述了中国共产党政治管理各个具体职能--政治领导职能、政治决策职能、政治沟通、组织职能的实施过程以及作用；分析了中国共产党在政治管理过程中具体职能的特点,指出在政治领导方面主要有宏观性、目标性、稳定性、局部差异性、制度性等特点；在政治决策方面主要有预测性、公共性、代议性、阶段性等特点；在组织职能方面主要有计划性、规范性、权威性、有序性等特点；在政治沟通方面主要有控制性、方式多样性、灵活性、垂直性等特点；第五部分是在前几部分的基础上对中国共产党政治管理的未来趋势进行展望,提出政治管理现代化的建议,指出中国共产党在今后仍需要加大力度并促进中国共产党的政治管理科学化、民主化、法治化和制度化,这也是我国政治发展和政治现代化的必然过程。更多还原

【Abstract】 Since the Third Plenary Session of the 11th Central Committee of CPC, China’s political and economic development has entered a new historic era. Under the leadership of CPC, through more than three decades of efforts and hard struggles, the achievements made in economy and politics have become the focus of world attention. The great progress is attributed to the constant adjustment of the way and concept of the political administration of CPC, which meet the realistic development demands after the reform and opening-up to the outside world. In order to keep current good development momentum and avoid wrong paths to promote the rapid political and economic development and eventually fulfill the political goals of CPC, it is inevitable to conduct right political administration. Just as getting to know a new thing, in order to conduct right political administration, it is essential to master the characteristics and rules of all functions, their interrelation and the principles to be followed during the process of political administration of CPC, which is the prerequisite and foundation of right political administration. Meanwhile, summarizing the Party’s characteristics during the process of political administration is beneficial to figure out the problems during the process. Therefore, it is of realistic significance for the future right political administration of CPC to summarize the experience and lessons since the new era.This thesis includes five parts. The first part clearly introduces the significance of the research on political administration of CPC in the new era. It analyzes the research background of the thesis, summarizes the research situation of the project at home and abroad and clarifies the train of thought, the writing way and the innovative points of this thesis. The second part mainly elaborates what political administration is and its related concepts. It clarifies the basic meaning and significance of political administration and the relation and difference between political administration and the related concepts. The third part mainly generalizes the China’s political development history in the new era. It elaborates the achievements and problems in the wake of the reform of political system and analyzes transformation process of the political mode and goals of administration of CPC and the progress of all functions of political administration of CPC. The fourth part places great emphasis on the concrete functions and characteristics of political administration of CPC. It clarifies the operative process and roles of the four concrete functions:political leader, political policy-maker, political communicator and function organizer; it analyzes the characteristics of the concrete functions of political administration of CPC. The fifth part looks forward on the new trend of political administration of CPC based on the above four parts, gives suggestions on the modernization of political administration and points out that it is still necessary for CPC to make greater efforts to promote the scientization, democratization, legalization and institutionalization of political administration of CPC, which is the essential process of China’s political development and modernization.更多还原
