完善地方政府绩效评估的对策研究

【摘要】 20世纪70年代初期,政府绩效评估作为一项重大的政治活动开始兴盛于各西方国家,作为西方政府改革普遍采取的一项重要措施,并对评价和改进政府绩效、推进政府管理理念的创新具有显著的成效,使它被越来越多的地方政府部门所采用,政府绩效评估也由此逐渐成为各国公共行政改革理论与实践中的一个重要组成部分。我国地方政府绩效评估的研究起步较晚,还处于初级阶段,经过近些年的探索与实践,绩效评估在我国公共管理领域的应用逐步广泛,取得了一定的成绩。目前,由于受具体环境和管理水平的限制,我国在评估理念的创新、评估指标设置、评估法制化、信息制度的规范以及评估结果运用等方面仍存在着较多缺陷。本文针对以上所阐述的我国地方政府绩效评估所存在的各种问题,在学习和借鉴西方国家绩效评估活动的基础上,有针对性地提出了多种对策,着重从政府绩效评估信息、评估法制化、公共部门绩效审计与评估结果的使用等方面作出探索性研究,并探索性地提出了基本符合中国的国情和适合我国地方政府绩效评估发展情况的道路。最后,结合平衡计分卡,文章重新设计了地方政府绩效评估指标体系。一方面,合理地引导地方政府职能的变化;另一方面,对于建设服务型政府和民生的改善具有重大的意义。本文首先主要介绍了研究的背景和意义、国内外研究现状、研究工具与方法以及研究思路等内容;其次,从地方政府绩效评估的理论分析入手,对绩效、绩效评估、政府绩效等概念进行界定,并对评估方法和评估程序进行了详细的描述,同时也强调了绩效评估的价值与重要性;第三,通过理论与实践相结合,从评估制度、评估信息系统、评估主体以及评估指标体系等各个方面来分析我国地方政府绩效评估的现状及其存在的问题;第四,对西方国家绩效评估的实践与经验进行评价,以期得出对我国绩效评估建设的启示;最后,在科学发展观的指导下从价值取向的确定、信息系统的建立、绩效报告与审计制度的确立、评估活动实施的法制化以及结果运用机制等各个方面提出我国地方政府绩效评估的改进策略。

【Abstract】 In the early 1970s,the performance evaluation of government as a major political activity began to flourish in the western countries,as an important measure adopted generally by western government reform,because of its remarkable achievements like the evaluation and improvement to government performance and the promotion of the innovation of governmental management concept,make it being adopted by more and more local governments,the performance evaluation of government has thus gradually became an important component of the various countries’ public administrative reform in theory and practice.Our study of local government performance evaluation started very late, it is still at the primary stage,after exploration and practice in recent years,performance evaluation in the application of China’s public management gradually become extensive,and has obtained some achievements.At present,for the limit of a specific environment and the management level,our country still exists more defects in innovation of evaluation idea,setting of evaluation indicator,assessment legalization,the standardization of the information system and the use of evaluation results.This article,aiming at the above various elaborated problems existed in our country’s government performance evaluation,based on the study and reference of western countries’ performance assessment activities,pertinently put forward various countermeasures,make exploratory research emphatically from the performance evaluation of government information and legalization,performance audit and assessment results using,then put forward a development path accords with China’s national conditions and suitable for development situation of local government performance evaluation.In the end,combined with balanced score card,the article afresh design the local government performance evaluation index system,on the one hand,guide the rational local government function change,on the other hand,it has great significance for the construction of the service-oriented government and improvement of people’s livelihoods.This article will start from the research background and significance,research status,research tools and methods and research ideas etc;Secondly,from the theoretical analysis of local government performance appraisal,define performance,performance evaluation,government performance and other concepts,and describe evaluation method and evaluation procedures in detail,also emphasized the value and importance of performance evaluation;Third,by combining theory with practice,from assessment system,evaluation information system,assessment body to evaluation index system to analyze China’s present situation of local government performance evaluation and the existing problems;Fourth,through the evaluation of western countries’ practice and experience of performance evaluation,in order to get some enlightenment on China’s construction of performance evaluation;Finally,under the guidance of the scientific outlook on development,from determination of value orientation,establishment of information system,performance reporting and establishment of auditing system,the legalization of assessment activities and results using mechanism to present improving strategies from several aspects.
