【摘要】 电子校务作为国家电子政务的重要组成部分,在不断的探索、建设、运用中逐步形成新型高校行政管理模式,对深化教育管理体制改革,促进行政管理创新等起到重要作用。本文对近年来国内外的电子校务发展情况和成绩进行了阐述,详述了建设电子校务的重要作用和意义。引入流程再造概念,详细分析高校业务流程情况,提出电子校务是对传统校务流程进行改进的有效途径,可逐步实现高校组织管理由传统模式向网络信息化发展。本文以云南艺术学院为例,对云南艺术学院当前校务情况进行了详细分析,详述了当前通过使用信息化系统的几个业务部门的工作情况及系统使用情况,并以学工系统为例,对比了系统使用前后工作效率及工作成本的差异。对暂时未建设信息系统的业务也分析了其弊端,从而得出在云南艺术学院建设电子校务的积极作用。同时,分析了云南艺术学院目前这种已使用了数个业务信息系统进行电子化办公存在的技术问题和行政问题,提出在基于多个业务系统的基础上建设电子校务,必须形成在技术上运用以建立共享数据中心为核心等一系列技术,在行政上实施以学院领导认可,全盘统一规划建设为核心等一系列保障措施,逐步建设完善的电子校务系统。通过对云南艺术学院建设电子校务的研究,笔者提出建设电子校务系统必须把电子校务作为“一把手工程”,立足于学校实际,或从头全盘建设,或逐步完善建设各业务系统,建设适合学校的电子校务系统。更多还原

【Abstract】 E-administration affair is a new content grew along with new things such as internet, e-commerce, etc. It is taken as a crucial technique and important method which is changing the interior and exterior connection of government, improving government’s abilities such as efficiencies and service capabilities. Since China have started developed the E-administration affair instruction, Chinese government repositioning their role and changing position from regulation to service, hereinbefore practices have brought a lot benefits to management. Meanwhile, E-administration affair in universities, acting as a very important component of national E-administration affair, is becoming new administration management mode in universities along with incessant exploration, instruction and practice. E-administration affair in universities is playing a critical role on several aspects such as deepening the reform of education management system and improving the creation of administration management.This thesis states the development course of domestic and overseas’ E-administration affair in universities, describes its current development performance, explains the important function and signification of its instruction. This thesis introduces business process reengineering, analyses business process details in universities, proposes E-administration affair in universities is an affective method to improve traditional universities affairs. By this way, the organization management of universities affairs is transferring into internet-working, comprehensive service, non-paper office, one-off collecting information as well as the improvement of universities management and service. Above is the embodiment of E-administration affair in universities and also driving on the development.This thesis studying the subject in case of Yunnan Arts University, analyzing its current affairs details, stating the feedback of using the system by a few business sections. By taking students works system as an example as well, we compared the difference of work efficiency and cost with previous system. In addition, the thesis studied the old business information system and found out the disadvantage, which exhibits the active function of new system. Meanwhile, some technical problems are existing in several business information system which have started the all-electronic work are also shown in this thesis such as non-unified negotiation of system instruction, un-smooth transmission and share of data, inconsistent information; the administrative problems such as non-assistance by leaders, non-cooperation by different departments, low quality of human resources, behindhand facilities.In order to implement E-administration affair in universities based on multi-business system successfully, it is necessary to form a series of techniques which should be in core of setting up data share center, to form a series of administrative security measures such as leaders’approval and integrated planning, carrying forward step by step, implementing from top to bottom, and then instructing to complete E-administration affair in Yunnan Arts Universities finally.更多还原
