基于学习型组织理论的石油企业文化建设研究

【摘要】 中国石油企业在重组改制后积极参与国际石油市场的竞争。海外石油公司按照国内政策,实施了更灵活的投资方式推进中国业务的发展,其投资项目的参股比例逐年升高,而且越来越倾向独资控股的投资方式。中国石油企业要实现生存与发展必须提高核心竞争力。实践证明,企业文化是企业增强国际竞争力的有利保障。新时期石油企业文化建设中存在对石油企业文化本质的误解,片面地追求文化创新造成底蕴不足,行业特色和石油企业个性不突出,石油企业文化建设与企业战略脱节,对员工的全面培养留于表面化等问题。针对这些问题进行研究、分析,将学习型组织理论导入石油企业文化建设中。论文提出共同愿景是塑造学习型价值观的原动力,开发学习型基础设施是石油企业文化持续发展的保障,履行社会责任的心智模式是构建特色石油企业文化的基石,系统思考是石油企业文化建设与石油企业战略同步发展的纽带,团队学习是增强员工幸福感实现员工全面发展的关键。论文对促进石油企业的可持续发展有积极的意义。

【Abstract】 China`s Oil play positively participates in the international oil market the competition after reorganization and remanufacture. according to the Chinese policy Overseas petroleum companies implement the more nimble investment ways to advance the Chinese operations , and their investment plan’s share-holding proportion elevates year by year , moreover trend to the sole ownership holding more and more . In order to survive and develop, China Oil play has to promote the core competitive. The practice proved that the enterprise culture is advantageous safeguard in strengthening the international competitiveness. In the new time Oil play cultural reconstruction exists misunderstanding to the Oil play culture essence, one-sidedly pursues to cultural innovation without the inside story, the profession characteristic and individuality of the Oil play are not prominent , the Oil play cultural reconstruction comes apart with the enterprise strategy, remains to surface in staff’s comprehensive raise. During the study and analysis to the questions, the paper educes the Learning Organization theory into oil culture construction. The paper points that shared vision is the impulsion in modeling the learning value , developing learning facilities is the indemnify to the oil corporate culture `s developing. The fulfillment community responsibility’s mental pattern is constructs the characteristic oil play culture the cornerstone, the system thinking is the link to oil play cultural reconstruction and the oil play strategy synchronization development , the team study is key to strengthen the staff happy heart and realize the staff full scale development .The paper has some positive significance in the sustainable development of the enterprises.
