【摘要】 伴随国民经济社会发展“十二五”规划的提出,我国全面建设小康社会已经进入关键时期。我国的工业化、城市化、市场化和国际化步伐不断加快,资源消耗快速增长,资源和环境状况成为制约经济发展的瓶颈。改革开放以来,土地资源作为生产要素对我国经济社会快速发展发挥了重要作用,但随着城市化的纵深发展,关于土地资源利用也存在一些突出的矛盾和问题。从我国现阶段和将来较长的时期看,土地资源仍然是经济发展重要的物质基础。伴随着我国经济总量的不断增长,经济发展对土地的依赖性呈现不断增强的趋势。研究这一课题,有利于提高土地资源价值,有利于城乡统筹,有利于区域发展,对实现我国经济持续性增长具有十分重要的参考价值。近年来国内外专家学者一致认为:当前我国土地资源利用方式粗放,城市化进程较快,土地资源闲置数量较大,单位面积土地产出GDP较低。根据科学发展观的要求,为了实现土地资源的合理配置与利用,防止经济增长后劲不足,必须探索一条适合我国国情与发展情况的土地资源合理利用的道路。科学发展观指出:要按照自然生态规律办事,保持人与自然的协调发展。土地资源整合利用就是基于这一原理而提出的。土地资源整合是指在一定的经济、社会、生态、政治条件下,将某一区域内的土地资源通过某种方式进行统筹规划、整理,进而达到提高现有土地资源使用效率,促进区域持续发展,使土地资源的价值得充分体现的过程。它是在按照发展、公平、整体、科学、长期的原则下,综合考虑自然、经济、社会等多方面的因素做出的对经济增长具有持续性贡献的行为。由于历史、自然、经济、社会等多方面的原因,我国西部地区的城市化水平、经济发展水平、土地利用水平远远落后于东部地区和全国平均水平,并且由此所引发的各种问题己经对我国西部地区,乃至中国社会、经济的可持续发展形成阻碍,成为当前推进西部大开发、促进我国区域经济协调发展、全面建设小康社会迫切需要研究和解决的问题。本文通过对我国东部沿海地区经济集群在不同的发展历程中的土地利用经验总结,提出西部地区应严守耕地保护“红线”,加强土地调查评价和监测、科学编制和严格实施土地利用规划,强化土地产权管理,完善土地有偿使用,大力发展小城镇建设,严格执法的力度,严查各种土地违法案件等有益对策。更多还原

【Abstract】 Along with the national economic and social development of the 12th five-year-plan scheme is put forward, the well-off society has entered into the key period. China’s industrialization, urbanization, marketization and internationalization acceleration, the resource consumption rapid growth, resource and environment condition constraints become the bottleneck of the economic development. Since the reform and opening, land resources as a production factor for the rapid development of our country’s economy and society has played an important role, but with the further development of urbanization on land resources utilization, there were some prominent contradictions and problems. From our present and future longer period look, land resources is still an important material basis of economic development. With China’s economic growth, economic development has continued to land the dependence of the enhanced trend. The study of this topic, be helpful for improving the land resources, urban and rural areas, which is beneficial to the value for regional development, to realize our country economic sustainable growth has very important reference value.In recent years and experts and scholars agree: the current our country land resource utilization ways of urbanization faster, rough, the amount is larger, land resources idle land output per unit area low GDP. According to the requirement of the scientific development concept, in order to realize the reasonable allocation of land resource utilization, prevent economic growth with insufficient, must explore a momentum in the suitable for China’s national conditions and development situation of rational utilization of land resources of the road.Scientific development view points out: according to the natural ecological laws, keep the coordinated development of man and nature. Land resource integration based on this one principle use is proposed. Land resource integration refers to the certain economic, social, ecological, political conditions, will a certain area of land resources through some way of overall planning, arrangement, and then improve existing land efficiency of resource use, promote the regional sustainable development, the value of land resources to fully embody process. It is in accordance with the development, fairness, overall, science, long-term, comprehensive consideration under the principle of physical, economic, and social factors make contribution to economic growth the behavior of continuity.Owing to historical, natural, economic, social, and other aspects of reason, in China’s western region urbanization level, the level of economic development, land utilization level lags far behind its east and the national average, and thus trigger various problems already in western region of China, and even for China’s social and economic sustainable development become current form obstacles, advance the development of the western region, the regional economic development, the comprehensive construction well-off society urgently need to research and solve the problem. The paper expounds the eastern coastal areas in different economic clusters of land use process of the development of the western region, this paper puts forward experience should be strictly farmland protection "red line", strengthening the land survey and assessment and monitoring, scientific preparation and strict implementation of land use planning, strengthen land property rights management and improving the land compensation use, develop the small town construction, strict enforcement of law, strict all kinds of illegal land such countermeasures.更多还原
