【摘要】 建设社会主义新农村是我国现代化的重大历史任务。统筹城乡发展,建立和完善与社会主义新农村相适应的社会保障体系是建设社会主义新农村的一项重要内容。社会保障制度尤其是基本养老保险制度作为国家的一项福利制度,是属于全社会的公共福利,理应由全体国民共同享有。然而如要实现城乡统筹,建立适合农村经济发展要求的社会保障体系是衡量社会主义新农村建设成效的主要标志之一,同时也是一项解决农民贫有所济、老有所养、病有所医的治本之策。随着老龄化程度的扩大,在农村建立养老保险制度是十分必要的。对于在岳阳市建立农村养老保险制度,主要从这几个方面分析,首先分析在岳阳市建立新型农村养老保险制度的意义和现状,其次通过对全国有些试点地区的运行模式分析,摘取一些有利模式运用于岳阳市建立新型农村养老保险制度上,再次通过对岳阳市建立新型农村养老保险制度的可行性从经济上和社会上进行分析,看硬件上是否可行,最后提出问题的解决对策。本文的创新之处在于把新老农村保险制度进行结合分析,寻找适合岳阳市当地特色的新型农村养老保险制度。本文主要是通过对岳阳市农村老年人生活现状分析,运用现代经济学、统计学的理论,从宏观经济发展指标、农民家庭缴费能力和政府财政缴费能力三个方面对岳阳农村建立社会养老保险制度经济可行性分析后认为,岳阳市总体上来说已经具备建立农村社会养老保险制度的经济条件。更多还原

【Abstract】 It is a major historic task to build a new socialist countryside in china’s modernization. Coordinating urban and rural development, it is an important part of building a new socialist countryside to establish and perfect a new socialist countryside which suits the social security system. The social security system especially the basic endowment insurance system as a national welfare system, society-wide public welfare and should be shared by all citizens. However, to realize the urban and rural co-ordination, it is not only the main signs of measuring the effectiveness of building a new socialist countryside to establish suitable for rural economic development requirements of the social security system, but also a solution to poor farmers jejune, a sense of security, disease by the medical fundamental strategy. With the ageing of the extent of the expansion it is very necessary to establish the rural endowment insurance system.Established in yueyang city for the rural old-age insurance system, mainly from these aspects analysis, first analysis in yueyang city establish new system of rural endowment insurance, second meaning and current situation of the national some regions through the operation mode analysis, and gather some favorable model used in yueyang city establish new system of rural endowment insurance, to build yueyang city again through the new system of rural endowment insurance feasibility economically and socially analysis, see whether it is feasible to hardware, and finally put forward the countermeasures to solve problems.The innovation of this paper lies in the old and new rural insurance system for combining analysis, find suitable for local characteristics of yueyang city new rural pension insurance system.The paper analyzes the economic feasibility to establish an old-age insurance system in the countryside of china in the terms of macro economic development、financial states of rural families and financial states of government financial and holds that Yueyang city has the economic conditions to establish an old-age insurance system in the countryside through Yueyang City Analysis of the rural life of older persons and the use of modern economics and statistical theory.更多还原
