【摘要】 国家海关高清视频会议系统项目的总体目标是建成成熟、安全、可靠、灵活、方便、开放的覆盖全国海关的视频会议系统；同时能够适应海关网络的中长期发展,并在各个方面适应未来视频会议和多媒体应用的发展要求。本文即对整个系统的规划、设计和建设过程进行了深入的研究,希望在本系统中得到的经验在今后对其它单位,尤其是实行全国垂直管理体制的国家部委的高清视频会议系统建设具有借鉴意义。在关键系统建成后,为了实现更多的实用功能,全国海关高清电视会议系统还设计建设了一系列的附加系统,包括将原有的46个直属关区标清电视会议子系统进行对接、使用IP电话对系统进行备份和用于调度功能、以及搭建会议录像、直播系统等。本章对全部附加系统的建设进行研究。针对全国海关电视会议系统的可靠性进行的一系列附加设计。为增强系统的可靠性,本项目在三个方面进行了加强,包括：设计专门的实时监控系统对承载网络进行状态监控；将核心设备设计为双机热备结构；对会场设备间里的设备位置进行规范高清电视会议系统在中国的发展目前还处于起步阶段,各单位的建设还都在摸索中进行,同时,上一代的标清电视会议系统经过十年左右的服役,也都陆续进入了淘汰期,所以,高清电视会议系统的建设研究是一项较为紧迫的工作。在未来的三至五年内,经过最早建设的单位的经验积累,高清电视会议系统建设将进入一个快速发展的时期。更多还原

【Abstract】 China Customs high-definition video conferencing system’s overall goal is to establish a complete set of mature, superior performance, safety and reliability, management, flexible, easy-to-use, standards across the country open 46 units directly under the Customs and Excise Department of the video conferencing system; At the same time, the network can adapt to the Customs and Excise Department long-term development plan, and network architecture, application, management, and performance to meet the needs of all aspects of video conferencing and multimedia applications development.
