【摘要】 可追溯系统是在产品供应的整个过程中对产品的各种相关信息进行存储的质量保障系统,其目的是在产品出现问题时能快速有效地查询出问题的原料和加工环节,必要时进行召回,实施有针对性的惩罚措施,由此提高质量水平。本文研究乳品安全可追溯系统,希望一方面通过明确责任克制乳品经营者的行为,另一方面提高消费者自我保护和维权意识。本文首先分析了我国乳品不安全现状,在信息不对称理论的指导下,指出构建我国乳品安全可追溯系统的重要性;接着对国内外可追溯系统的状况进行了比较,并实地调研和走访了消费者和典型企业,了解一些消费者对乳品可追溯的认知情况和乳企构建乳品安全可追溯系统的意愿及所顾虑之处,并得出我国乳品安全现状不容乐观、消费者对可追溯乳品认知度不高、接受程度低等结论;再有,根据可追溯系统表现出的与其他认证体系相混淆、追随信息真实性不高、终端管理不利、管理部门难以协调等问题,分析出其根本原因在于政府扶持力度弱小、监管存在漏洞、缺乏统一主管部门;最后,对症下药提出循序渐进推动系统建设、提高政府扶持力度、结合诚信体系建设、走规模化经营之路以及统一权力于食品安全委员会的政策建议。更多还原

【Abstract】 Traceability system is a security system which is used to store all the information of the whole supply chain. The intention of this system is when there is something wrong with the product, it can help to find the material or the section exactly. It also can help to recall the question marks if necessary, and then implements the punitive measures. In this paper, we will research on the traceability system of dairy safety. This system will not only help to tell that who has the responsibility of question marks but also help our customers how to protect their rights.In this paper, firstly we analyzed the status quo of Chinese diary safety and then pointed out the importance of traceability system according to the information asymmetry theory. Secondly, we compared the differences of traceability system between domestic and international situation. We also surveyed some of the typical enterprises and customers, according to the research results, we knew the customers’recognition rate of this system and the enterprises’willingness to construct the system was low. And then, gave the basic reasons to the problems of the system. The problems were the confusions of the other authentication systems; the information reliability was not high enough; the chaotic management of terminal machines ; the uncoordinated management between the governments, etc. The basic reasons were the weak support dynamics of government; the bad supervision of government; the lack of main management etc. At last, gave our suggestions to those problems. They were promoting the system step by step; giving more and more support to companies; to build credit system; to scale the related companies ;to centralize authority to Food Safety Council, etc.更多还原
