【摘要】 现代农业面临着许多机遇和挑战。如何从循坏经济和“两型社会”建设的视角,系统分析、总结国内外现代农业发展实践及其发展演变规律,科学展望和合理规划新时期城市群建设中的现代农业发展的新特点、新趋势及其推进思路与体制机制创新等方面问题,走出一条符合中国国情的又好又快的城市群现代农业路子是当前研究的方向。在长株潭城市群先行建设“镶嵌”于“两型社会”试验区的规模大、标准高、辐射带动作用强的国家级现代农业引领区具有重要意义,它不仅是加快湖南富民强省步伐、推进建设“两型社会“的重要途径；也是提高农业综合生产能力、构建现代农业产业体系、加快推进农业现代化建设进程的重大举措；还是扩大长株潭城市群辐射功能、探索现代农业发展的道路的现实选择,符合国际和国内城市群发展和现代农业发展的趋势。本文以长株潭城市群为例,探索城市群建设现代农业引领区的方法、模式和政策建议。文章首先系统阐述了长株潭现代农业引领区科学内涵和基本特征；继而结合长株潭实际分析了引领区建设的现状,并分析了现代农业引领区建设相对滞后的原因；然后着眼于解决长株潭城市群现代农业引领区建设的两个问题,即“引领什么”和“如何引领”的问题；最后借鉴国内外发展现代农业引领区的经验,提出了建设现代农业引领区的政策建议。更多还原

【Abstract】 Modern Agriculture is faced with many opportunities and challenges. The current research direction, according to recycling economy and "Two type society" construction, is how to system analysis and summarizes the development practice and development evolution of the domestic and foreign modern agricultural, to scientific outlook and reasonable planning the problems of new characteristics, new trends and advancing ideas and system and mechanism innovation of modern agricultural development in the construction of new period urban agglomerations, to out of a accord with the situation of China, nice and fast urban agglomeration modern agriculture pathway. First to construct the national modern agriculture leading area of large-scale, high standard and strong driving and radiation role in two type society area of CZT urban agglomeration, is of great significance. It is not only the important ways of accelerating the pace of Hunan province and promoting the "two type society" construction, is also the major move of improving the agricultural comprehensive production capacity, building the modern agriculture industry system,and accelerating agricultural modernization; and also is the realistic choice of enlarging radiation function of CZT urban agglomeration, exploration of modern agricultural development road, conforming to the trend of the international and domestic urban agglomeration development and modern agriculture development. This article,for example of CZT urban agglomeration, is exploring methods, models and policy suggestions of building the leading zone of modern agriculture in urban agglomeration. This article first system elaborated the scientific connotation and basic characteristics of "the leading zone of modern agriculture" in Urban Agglomeration-CZT;Then analysis of the current construction situation of the leading zone combining with CZT actually, and analyzes the reasons for lagging behind on building"the leading zone of modern agriculture"; Then focus on resolving two problems, namely "lead what" and "how to lead":Finally propose the correlative suggestions, referencing the development experience of the leading zone of modern agriculture at home and abroad.更多还原
