中等收入家庭住房保障收入线的测定问题研究

【摘要】 目前,我国住房价格不断上涨,住房支出增长较快,部分居民家庭出现了住房困难。政府为解决低收入家庭的住房问题实施了一系列保障政策,然而同样受高房价影响的中等收入家庭的住房问题并未受到应有的关注与重视,他们的住房困难尚未得到有效解决。在中等收入家庭住房方面,政府需要发挥部分保障功能。本研究从中等收入家庭的地位作用、内部分化、住房负担、相关政策不足等角度,指出对其实行住房保障的现实必要性,并阐释了实行中等收入家庭住房保障政策的主要理论依据。住房保障对象所必备的收入标准多以政府供给能力为依据,本研究首次从需求方角度出发,以住房支付能力为切入点,探讨了中等收入家庭住房保障收入线的测定方法该方法选取住房消费比例作为住房支付能力的主要衡量指标,并在确定了其它影响因素参数值的基础上,求取中等收入家庭支付一定标准住房所需的最低收入水平,以此作为划定保障收入线的依据。运用此测定方法对2010年—2020年河北省城镇中等收入家庭住房保障收入线进行趋势分析,并利用区间百分比法对保障收入线所涉及到的家庭范围进行了测算。结果发现,随着收入水平的提高和住房价格的增长,河北省城镇中等收入家庭的住房保障收入线标准将不断提高,2010年住房保障收入线为人均年收入19426.51元,到2020年将为42375.86元,提高幅度达118%:中等收入家庭中不具备完全住房支付能力的规模将越来越大,到2015年中等收入家庭中将有33%的家庭,约114.17万户面临住房负担问题,到2020年将达到45.10%,约181.08万户。该结果对合理确定中等收入家庭住房保障收入线标准、加大对中等收入家庭住房方面的扶持与保障、完善多层次住房保障体系具有一定参考价值。在上述研究基础上,从中等收入家庭住房保障制度化、提高收入水平、控制住房价格上涨、加大政府财政投入等方面提出解决中等收入家庭住房问题的对策建议。

【Abstract】 At present, with the continuous increase of housing price, the housing expenses in the families have a rapid growth, and some residents have the housing difficulties. The government have promulgated a series of security policies so that the housing difficulties of the low-income families can been resolved. However, the middle-income families’ housing difficulties have not been given due concern and attention, they have not been resolved. So there is a need for the government to play a role in the middle-income families’housing security.The study starts with the status and the effect of the middle-income families, internal differentiation, the housing affordability, the missing of policies, and clears the necessity of housing security for the middle-income families. On this bases, the article discusses the main theoretical basis of the middle-income families’housing security.This study firstly stands on the side of the middle-income families to determines the income security standars which were defined by the government in the past. Starting with the the housing affordability, the study discusses the determination method of the middle-income families’housing guaranteed income line.The percentage of housing consumption is selected as the main measure of housing affordaility, and is transformed by considering other factors. The minimum income which is the middle-income families must pay for a certain standard house, is striked and required as a guaranteed income line. This is a case study of Hebei Province, and exercises the above determination method of the middle-income families’ housing guaranteed income line to analyse the trend of the guaranteed income line for the middle-income families’housing in Hebei Province 2010-2020. And then, the article uses the method interval percentage to clear the relative and absolute number of households.The result shows that with the increasing of the incomes and housing prices, the level of housing guaranteed income line for the middle-income families will increase. The housing guaranteed income line will be 19426.51 yuan in 2010, and 42375.86 yaun in 2020 the growth will be 118%; according to the current level of household income and housing price trends, the middle-income families which don’t have the full housing ability will be more and more. By 2015 there will be 33% of the middle-income families, about 1141700 facing the housing affordability problems, the rate is 45.10% in 2020, the number of the families is about 1810800. This results has a certain reference value to perfect the multi-level housing security sestem, and increase the support and protection for the middle-income families.On the basis of the above study, this study proposes four suggestions for the middle-income families’ housing problems, such as making the middle-income families’housing security institutionalized, raising the income of the families, restraining housing price rising excessively, adding the financial input and so on.
