【摘要】 我国社区建设是顺应社会转型和单位制向社区制转变的大背景而展开的,广泛的居民参与是社区发展的标志和内在动力,对于推进社会主义民主政治建设,加强社会主义精神文明建设,促进社会的可持续发展和全面进步有着不可忽视的基础作用。但是在社会转型过程中,中国城市社区居民的参与意识和参与程度都存在诸多问题,居民参与不足成为社区建设和社区发展的一个瓶颈问题,直接影响到城市社区的发展。社区是城市管理的基层组织,是构建社会主义和谐社会的基础和细胞,如果基层社区不和谐,出现各种各样的矛盾和问题,整个社会也就不可能和谐。因此,探索城市居民社区参与问题,建立有效的社区参与机制,对于城市的发展和构建社会主义和谐社会都具有重要的意义。本文在已有研究的基础上,对国内外社区参与的文献进行了梳理,以治理理论、社会资本理论、理性选择理论为理论基础,对我国社区建设中居民参与的现状和问题进行了总结和分析,从多角度入手探析社区参与存在问题的原因,进而提出应从社区参与的动力机制、表达机制、供给机制、保障机制和引导与约束机制五方面入手构建社区参与的机制系统,以促进社区成员广泛参与社区发展事务,从构建和谐社区入手,为建设社会主义和谐社会奠定基础。更多还原

【Abstract】 China’s community construction is in the background of the social transition unfolded and the working unit system to community system transformation. Extensive residents participate is the mark and the intrinsic motivation of the community development, it Has overlooked basic role to promote socialist democratic politics construction、to strengthen the development of socialist spiritual civilization construction and to promote the sustainable development of society. But in the course of social change, the residents participate Exists many problems which directly affects the development of urban community. Community is the city’s basic-level organization and is the basis construction of the socialist harmonious society. If grassroots community not harmonious, the society also can not harmonious. Therefore, exploring participatory urban problems have important significance to construct a socialist harmonious society.This thesis describes the Process of residents’ Participation, To domestic and international community in the literature of the need for governing theory, social capital theory and rational selection theory is based on harmony in our community construction in the present situation and problem summaries and analysis.
