目的地政府在旅游危机管理中的资源管理研究

【摘要】 政府的成立、存在和更迭,源于资源和对资源的管理和配置。因此,从某种角度上讲,所有政府的管理都是对资源的管理。政府与资源的关系提供了政府模式研究的新视角。本论文从可持续发展研究视角,通过研究目的地政府在旅游危机管理过程中的资源意识、资源取向和资源政策,旨在塑造资源管理型和资源节约型的政府模式。在吸取旅游危机管理案例中的经验教训的基础上,分析中国旅游危机管理的改革机遇,提出资源导向型政府的目标模式定位,规范资源管理型政府在旅游危机管理中的资源管理,明确资源服务型政府在旅游危机管理中的服务定位,确定塑造目的地政府式的旅游危机管理。可持续发展是人类与生态环境和谐共存的一个长期探索的过程,可持续发展的核心就是谋求人口、资源、环境的协调发展,旅游产业的发展必须遵循可持续发展这一原则。保护生态环境,促进可持续发展己成为世界各国的共同目标和战略选择。在旅游产业快速发展的情况下,保护好生态环境和文化遗产,推动旅游产业向可持续旅游产业转变是当今世界环境与发展的一个重大而紧迫的问题。本文强调了旅游业危机管理研究的必要性,对近年来国内外相关文献进行系统回顾,分析了旅游业危机管理的概念、理论基础、发展历程和研究内容等,并总结了国内外的差距,对新的研究趋势提出见解。力求通过对政府资源意识和具体资源管理的研究,提高政府在旅游危机管理中对资源重要性的认识,尽到资源拥有者、保护者和管理者的责任和义务,从而完善政府在旅游危机管理中的管理机制和体制,最终不断优化政府职能,从根本上探索政府对以旅游资源为主的自然资源、社会资源的管理方式和途径。更多还原

【Abstract】 The establishment, existence and development of government is derived from the resources and the management and allocation of the resources available. Therefore, to some extent, all the management by government is the management of resources in essence. The relationship between the government and the resources provides a new perspective in doing some research in government model. This paper, from a sustainable development perspective, aims to build a resource-management and resource-saving of government model by studying the resources awareness, resource orientation and resources policy of the tourism destination government in the process of tourism crisis management. Based on the experiences and lessons learned from empirical studies of tourism crisis management, this paper analyzes the opportunities facing China’s tourism crisis management, proposes the target model of resource-oriented government by regulating the resource management, determining the service-oriented government and constructing the destination oriented government in the tourism crisis management.Sustainable development is a long-term process of exploration for building a harmonious coexistence of the human and the environment, focusing on seeking coordinative development of human, resources and environment. Therefore, the development of the tourism industry must follow the principles of sustainable development. Protecting the ecological environment and promoting sustainable development has become the world’s common goals and strategic choice. Protecting the ecological environment and cultural heritage and promoting the tourism industry shift to a sustainable tourism industry is of a key issue nowadays given the context of the rapid development of tourism industry.This paper emphasizes the necessity of study for tourism crisis management. Based on the reviews of tourism crisis management literatures both home and abroad and analysis on concepts, theoretical development of tourism, this paper does some comparative studies domestically and oversea and proposes some new perspectives on tourism development trends so as to improve the government’s awareness of the importance of resources in tourism crisis management, fulfills its duty and obligation as a resource owner, protector and manager to achieve the target of improving the governmental mechanisms and institutions in tourism crisis management to better governmental functions by exploring the governmental management means based on natural resources and social resource in tourism resources.更多还原
