【摘要】 面对经济全球化不断推进、生产要素跨区域大调整,传统的城镇规划方法已难以适应新的经济关系,城镇要获得长远的、可持续性的发展,就需要针对多变的环境进行长远的、不断的权变谋划。我国现有的以物质形体规划为主的城乡规划体系已难以为城乡社会经济的长远发展形成有效的指导,因此引入为城镇长远发展而制定的“城镇发展概念规划”(Urban Concept Planning)。发展概念规划目前尚无完善的理论体系和实施框架,尤其是我国的发展概念规划还处于探索和起步阶段,于是选择发展概念规划进行研究,从理论和实践上都有着重要的意义。绿色基础设施(Green Infrastructure)是一种将发展、基础设施规划、精明增长等一系列理念融入生态保护的方法。绿色基础设施网络的规划和管理可以引导创造一个开敞空间集散体系,将保护、户外休闲和其他价值联系在一起,用于连接已有的和未来的绿色空间资源。它同时提供了一个用来引导未来增长、未来土地开发及土地保护决策的框架,以用于保障城镇生态空间安全。广佛地区由毗邻的广州市与佛山市组成,位于珠江三角洲都市圈中部。长期高速的经济发展造就了地区城镇经济活跃,也过多的侵占了城市生态空间,导致一系列的环境问题。同时,它也是我国发展概念规划和绿色基础设施的重要组成部分——绿道的先行实践区,因此成为本文典型的研究对象。研究首先分别对城镇发展概念规划和绿色基础设施的理论、方法、实践展开研究。其次,对广佛地区城镇发展概念规划和绿色基础设施的规划建设案例进行分析。再次,提出了以绿色基础设施主导的广佛地区城镇发展概念规划的研究思路及方法。最后,笔者以自身参与的规划项目——佛山市西樵镇新城区概念规划作为实践佐证。更多还原

【Abstract】 Facing unceasing advances of the economical globalization and the morebig regional adjustment of production element,the traditional urban planning under the planned economy adapts the new economical relations with difficulty,so the city needs to carry on long term planning to aim at the changeable environment if it would obtain the long-enduring development.Our national urban and rural planning system must instruct urban concetual planning for long-term development because the urban matter physical plan formed the effective instruction with difficulty to long-term development of the urban and rural social economy.There is no perfect urban concetual planning and implementation of the theoretical system framework,especially urban concetual planning is still in the initial stage of exploration in our country,and so choice of studying urban planning strategy has important theoretical and practical significance.Green Infrastructure is a kind of ecology protection method which combine with developement,infrastructure planning and smart growth.The planning and management of G.I. can creat a system of open spaces,which would connect protection,outdoor recreation and other values,in order to link existed and future green space resources.At the same time ,it would provide a framework which use to lead the future growth,land developement and land protection proposes,in order to protect the safety of urban ecology space.Consisted with Guangzhou City and Foshan city,Guangfo district locate in the middle part of metropolitan area of Pearl River Delta.The long-term and fast economy growth lead to economic prosperity of the district,as well as the disoperation of urban ecology space security.At the same time,it is first practice area of conceptual planning and greenway which is the important component of G.I.,so it become the typical research object of this paper.First,the paper would research the theories,methods and cases of urban conceptual planning and G.I.Second,the paper would analise the practices of conceptual planning and G.I. in Guangfo District.Third,the paper would provide research thinkings and methods on urban conceptual planning of Guangfo District based on G.I.At last,author would prove the thinkings and methods with a planning practice----The Xiqiao Newtown conceptual planning,Foshan city.更多还原
