基于公共管理视角的广佛公共交通一体化研究

【摘要】 广佛公共交通一体化即打破广佛两地包括行政区划在内的各种界限,将两地的交通资源整合起来,实现两地公共交通的无缝对接。目前,广佛公共交通一体化正在顺利进行,两地不仅出台了多项政策为广佛交通一体化的顺利进行提供有力支持,也已经取得了不少阶段性成果。但是,不可否认的是,要打破两地的各种界限,进行一体化的交通建设,必然会遭遇很多阻碍,也会面临很多问题,要保证广佛交通一体化健康、快速的发展,就要采取有针对性的措施克服阻碍、解决问题。作为广东省的第一、第三大城市,广佛两市的公共交通一体化发展不仅关系到广佛同城的实现程度,也是贯彻实施《珠江三角洲地区改革发展规划纲要(2008-2020年)》,对未来整个珠三角地区区域交通一体化建设的先试先行,是实现珠三角区域经济一体化的必然要求,同时,也对广东省基本公共服务均等化进程的推进具有重大意义。因此,对广佛公共交通一体化问题的研究不论是对经济发展、区域协调还是公共服务而言,都具有重大意义。本文基于公共管理的视角,按照发现问题-分析问题-解决问题的思路,对广佛公共交通一体化问题进行研究,首先,阐述了文章的研究背景及意义、国内外的研究现状,以及相关概念和基本理论、研究思路与研究方法,然后对广佛公共交通一体化的战略架构与现状进行了分析,接下来总结了目前广佛公共交通一体化存在的问题以及产生这些问题的原因,最后,从公共管理的角度,针对文章所阐述的广佛公共交通一体化存在的问题及原因,提出一些对策和建议。本文借助文献分析法、调查问卷法、访谈法、环境分析等方法研究广佛公共交通一体化问题并得出下列结论:第一,广佛公共交通一体化具有可行性并且取得了一定的成效;第二,从公共管理的视角来看,广佛公共交通一体化还存在一些问题需要解决;第三,广、佛两地政府可以从转变行政观念、理顺管理体制、加大公众参与程度、完善财政收支和公共交通投入比例、加强人才队伍建设等方面着手解决问题,加快广佛公共交通一体化发展。

【Abstract】 The integration of Guangzhou-Foshan public transportation means to break various kinds of limits and boundaries in Guangzhou and Foshan including their administrative divisions and to integrate the transportation resources in the two regions to achieve the slot joint of their public transportation. The public transportation integration in Guangzhou and Foshan is now being carried out smoothly and both the administrative governments worked out many policies to ensure the smooth realization of it and has achieved a lot. However, it can not be denied that there are a lot of obstacles and problems in breaking the boundaries in these two divisions to establish an integrated transportation system. We must take steps to overcome the obstacles and solve the problems to ensure a healthy and fast development of Guangzhou-Foshan integrated transportation system.As the first and third city in Guangdong province,the development of public transit integrations in Guangzhou and Foshan the first and third largest cities respectively in Guangdong not only concerns the realization of their city wide project but also is the implementation of Pearl River Delta development plan and reform outline (2008-2020) and the trial test of its regional transportation integration in the whole Pearl River Delta area, and is highly recommended in the realization of economic integration in this area. At the same time, it will implement a significant influence on the carrying-out of basic public service construction in Guangdong. Therefore, whether to economic development, regional coordination or public service , it has the great significance of researching of the problem of the integration of Guangzhou-Foshan public transportation.Based on the perspective of public management, the essay researches the problem of the integration of Guangzhou-Foshan public transportation according to the approach of finding the problem - analyzing the question - solving the problem. Firstly, the essay elaborates its research background and significance, research status at home and abroad, related concepts, basic theory and research idea, and then analyzes the strategic framework and status of Guangzhou-Foshan public transport integration; secondly, summarizes the problems and the reasons for these problems of current public transport integration Guangzhou Foshan; thirdly, the essay put forth the solutions and suggestions for the problems of Guangzhou-Foshan public transport integration based on the angle of public management.The essay takes literature analysis, questionnaires, interviews, environmental analysis as its research methods, and reaches following conclusions. Firstly, Guangzhou-Foshan public transport integration is feasible and effective; secondly, there are still have some problems to be solved in Guangzhou-Foshan public transport integration with the angle of public management; thirdly, the government of Guangzhou and Foshan could accelerate Guangzhou-Foshan public transport integration development with the aspects of changing administrative minds, improving the management structure, increasing public participation, improving the fiscal balance of payments and the proportion of public transport investment, and strengthening the personnel building.
