【摘要】 企业绩效评价是现代企业管理的重要组成部分,是学者们研究的热点,并取得了一定的研究成果。但针对公路养护事业单位绩效评价方面的研究比较少,尚无针对专门关于公路养护事业单位进行全面系统地绩效评价的理论与方法。我国公路养护事业单位正处于全面革新时代,除进一步继续深化公路养护管理体制改革外,还应该对公路养护事业单位实施全面的绩效评价,这有利于提高公路养护事业单位的工作效率,降低养护成本,激发员工的工作积极性；有利于公路养护事业单位经营战略实现及资源有效配置,同时对公路养护国有资产的保值与增值、完善激励与约束机制、加强科学管理服务等方面都起着极其重要的作用。本文全面综述了国内外关于绩效评价方面的研究成果、进展状况,归纳了研究思路和方法；结合我国具体国情及公路养护事业单位的特殊性,总结出公路养护事业单位绩效评价的内涵、特点及必要性；在充分考虑公路养护事业单位发挥社会效益和生态效益的基础上,提出了公路养护事业单位绩效评价指标体系设计的原则和思路；从公益性状况指标、费用状况指标、质量状况指标、管理状况指标及其它状况指标等五个方面构建一套科学合理、实用性强的多层次绩效评价指标体系,并选用德尔菲法和层次分析法最终确定指标的权重；通过对现有几种绩效评价方法的介绍,并分析其优缺点,最终选用层次模糊综合评价法；采用层次模糊综合评价法对公路养护事业单位绩效评价进行实证分析,并将本文构建的绩效评价指标体系和评价方法融为一体,以此验证该套绩效评价方法的科学性和可操作性。本论文研究不仅丰富了公路养护事业单位在绩效评价方面的理论体系,而且为公路养护事业单位绩效评价工作提供了有价值的参考和依据。更多还原

【Abstract】 Enterprise performance evaluation is an important component of modern business management, is the hot research for scholars, and the achievements are fruitful. However, the researches on the performance evaluation of highway maintenance institutional units are few, and have not the theory and method to the performance evaluation of highway maintenance institutional units. During the universal revolution of highway maintenance institutional units in China, it needs revolution of highway maintenance management system, and comprehensive performance evaluation of highway maintenance institutional units, which is beneficial to improve the highway maintenance institutional units’efficiency, reduce maintenance costs and stimulate staff motivation, and also helps to conduct operating strategies, and allocate resource effectively besides, can help preserve and appreciate highway maintenance state-owned assets, improve incentives and restraint mechanism, strengthen scientific management, etc.This dissertation makes a review on the performance evaluation of domestic and foreign research results, progress status and deficiencies, and summarizes the ideas and methods; sums up the performance evaluation of highway maintenance institutional units of the content, features, and necessity, complied with specific conditions in our country and the specialty of highway maintenance institutional units; puts forward index system design principles and ideas of highway maintenance institutional units, with taking full account of highway maintenance institutional units to play a social and ecological benefits, builds a scientific and reasonable, practical and multi-level performance evaluation system, From the welfare state indicators, cost status indicators, quality of indicators and management status indicators, and other status indicators in five areas, then determines the final weight indexes, by selection of Delphi and AHP Method; Analyzes of the advantages and disadvantages several existing methods, then chooses fuzzy comprehensive evaluation; Uses fuzzy comprehensive evaluation method for empirical analysis on performance evaluation of highway maintenance institutional units and integrates this performance evaluation index system and evaluation methods in order to verify that sets of performance evaluation method is scientific and practical. This study not only enriches the highway maintenance institutional units in the performance evaluation of the cause of the theoretical system, but also provides a valuable reference and basis for performance evaluation of highway maintenance institutional units.更多还原
