【摘要】 目前,我国农村基础设施建设现状令人堪忧,滞后现象严重阻碍新农村建设和可持续发展的进程。通过研究发现阻碍基础设施建设的主要因素是资金供求不协调、农村融资环境差、融资难。鉴于此建立农村基础设施融资决策系统以解决这三个问题,以促进农村基础设施建设顺利进行。本文分几部分介绍,具体如下：首先结合我国农村实际情况,对农村基础设施建设体系进行全面理论分析；通过资料查询及调查研究,了解农村基础设施现状及现有的融资渠道及我国基础设施融资状况；然后介绍现有融资模式的相关内容,包括BOT、BT、ABS、PPP等模式；进而建立融资决策系统,分三个子系统介绍：(1)建立基于政府资金、银行资金、民营资本为指标的评价体系,引入协调度模型,借助层次分析法,评价农村基础设施融资状况的协调程度及协调发展度,判断农村基础设施的融资现状,并对未来的发展趋势做一估算；(2)建立农村融资环境、政府融资环境、参与者意识三个指标多个因子的评价体系,评判现有农村状况对资金的吸纳度；(3)寻找农村基础设施融资模式的影响因素,并对影响因素进行优选,确定影响因子最大的因素,计算单指标值和综合指标值,以进行后期评价研究及提出决策建议。更多还原

【Abstract】 At present, rural infrastructure situation is worrying, Hysteresis obstruct obviously the process of new rural construction and sustainable development.It can be seen that the main factor of obstructing the construction of infrastructure is that capital supply and demand is in disharmony, the rural poor financing environment, financing is difficult by research. In view of this, building rural infrastructure financing decision-making system to solve these three issues, in order to facilitate the smooth construction of rural infrastructure.The article describes from several parts, as follows:1. With the actual situation of China’s rural, making a comprehensive theoretical analysis of rural infrastructure systems.2. By Inquiries and research to understand the situation of rural infrastructure, the existing financing channels and the status of infrastructure financing in China.3. Introducing the related content of the existing financing models, including BOT, BT, ABS, PPP and other models.4. Establishing of financing decision-making system, introduced in three sub-system.5. Establishing the indicator evaluation system based on government funds, bank funds, private capital, introducing the co-ordination Model, with the help of AHP, evaluating the coordination degree and coordinated development degree of the financing situation of rural infrastructure, determining the financing status of rural infrastructure, thus estimating the future development trend.6. Establishing the three indicators of multiple factors evaluation system based on rural financing environment, government financing environment, the participants awareness. Judging absorbing-capital degree of the rural existing situation.7. Looking for factors of rural infrastructure financing model, optimizing the factors, determining the most important factors, calculating a single index value and comprehensive index value, so as to conduct post-evaluation studies and make policy recommendations.更多还原
