铁路线下工程突发事件应急管理信息分析与系统构建

【摘要】 随着经济和社会的高速发展,我国面临着各种突发事件不断增长的严峻挑战。铁路作为国家重要的交通基础设施,是国民经济的大动脉,其安全运营是关系国计民生的大事。本文中的铁路线下工程突发事件是指既有铁路运营过程中由于自然灾害引发的铁路路基、桥梁、隧道等线下工程的损毁,包括影响轨道、通信、信号等系统正常运行,造成或可能造成重大人员伤亡、行车中断、财产损失等的突发事件一旦出现突发事件,造成的危害是非常严重的。如何利用现代计算机手段构建完善的应急管理信息系统,从而加强铁路局突发事件的应急管理能力的建设,及时有效地防范和应对铁路线下工程突发事件,保障铁路运输安全,维持社会稳定发展,已成为政府、企业和公众共同关注的焦点,成为铁路局亟须解决的问题。本文首先总结了国内外应急管理的现状,界定了铁路线下工程的概念,介绍了应急管理的一些相关理论,在分析和研究铁路线下工程应急管理相关概念的基础上,提出要建设一个决策型的应急管理信息系统。其次,在阐述了应急组织的构成与职责的基础上,分析应急信息在应急管理主体之间的流动,将铁路线下工程应急管理信息分为平时和战时两大类,分析了突发事件信息的采集要素,提出了要建设一个高效、动态、安全、集成、标准的应急管理信息系统。接着,构建铁路线下工程应急管理信息系统。根据构建的原则和架构,从应急管理信息系统组成分为组织模块、预案模块、资源模块和评估模块四个主要部分,将系统功能分为平时和战时,从准备、预防、处置和总结四个应急管理流程来阐述,构建完善实用的应急管理信息系统最后,以XA铁路局作为案例展开分析,阐述了XA铁路局应急管理信息系统的功能与管理情况,构建了XA铁路局应急管理能力的评价指标,基于应急管理信息系统中的基础数据与实际情况,运用层次分析法和模糊评价法对其应急管理能力进行了评估,估计结果分析了XA铁路局应急管理中存在的问题和不足,提出了相应的意见和建议。更多还原

【Abstract】 With the rapid development of economy and society, China is facing the challenge that various emergencies are growing. As the country’s major transport infrastructure, railway is the main artery of national economy and its safe operation is the people’s livelihood event. In this article, emergency of railway line project is the emergency in the course of existing railway operations, damage of the railway roadbed, bridges, tunnels and other works caused by natural disasters, including the impact of rail, communications, signals and other systems running, caused or may cause significant casualties, traffic interruption, loss of property. If unexpected events occur, the damage is very serious. How to use modern computer tools to build a perfect emergency management information system, enhance emergency management capacity of railway administration, prevent and respond the emergency of railway line project timely and effectively, protect the safety of railway traffic, maintain stable social development, has become the common concern of the government, enterprises and the public, become an urgent problem to resolve for railway administration.This paper summarized the status of emergency management at home and abroad, Defined the concept of the railway line project, introduced a number of related theories of emergency management, on the basis of analysis and research on the related concepts of emergency management, proposed to build a decision-based emergency management information system.Secondly, on the basis of describing the composition and duties of the emergency organization, analyzed the emergency information among the subjects of emergency management, divide the information into peacetime and wartime, analyzed of incident information collection elements, proposed to construct an emergency management information system, which is efficient, dynamic, secure, integrated, standards.Then, construct an emergency management information system. According to the principles and framework for building, emergency management information system is composed of organization module, plan modules, resource modules and evaluation modules, the system functions conclude peacetime and wartime, elaborated it from preparedness, prevention, disposal and summary, construct a perfect and practical emergency management information system. Finally, take XA railway administration for example, described the emergency management information system functions and management of XA railway administration, analyzed problems and deficiencies in emergency management of XA railway administration, put forward corresponding countermeasures and suggestions.更多还原
